Your Committee on Finance, to which was referred Communication No. 503,reports as follows:
Communication No. 503, transmitted by the Honorable Mayor Mitchell D. Roth dated
November 15, 2021, nominates George Espinosa of Council District 3 to the Cost of Government
Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome introduced the nominee. Mr. Espinosa brings
training and experience in administration and personnel management and is well-versed in internal and
external audits. Mr. Espinosa served in the Marine Corps and was Deputy Director of Hawaii National
Guard Youth Challenge Academy. If confirmed, Mr. Espinosa will serve a term from January 1, 2022 to
November 30, 2022.
Communication No. 503.1, transmitted by the Honorable Mayor Mitchell D. Roth dated
November 30, 2021, provides a correction that Mr. Espinosa is the Human Resources Manager of Big
Island Substance Abuse Council (BISAC)rather than President as was previously stated in
Communication No. 503.
Mr. Espinosa provided a brief background on his experience, emphasizing his knowledge of auditing
and the processes of departments and organizations.
Committee Member Ashley L. Kierkiewicz provided comments in support of Mr. Espinosa's
nomination and stated that she hopes the County will be able to expand commission membership to 4-
year terms.
Pursuant to Section 5-2.2, Hawaii County Charter, there shall be a cost of government commission
which shall be appointed by the Mayor with the approval of the Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 503, and
recommends confirmation of the appointment of George Epinosa to the Cost of Government
Commission.
