Your Committee on Finance, to which was referred Resolution No. 273-21,reports as follows:
Resolution No. 273-21, transmitted by Director of Finance Deanna S. Sako via Communication No. 522
dated November 18, 2021, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year agreement for paratransit eligibility assessments and paratransit operations
for the Mass Transit Agency.
This resolution authorizes the Mayor to enter into a one-year and three-month lease agreement to pursue
a single agreement for fixed route and paratransit services in Fiscal Year 2023.
Interim Mass Transit Director John Andoh provided background on the resolution, explaining that
Hele-On Bus's current contract is about to expire and Mass Transit wants to engage a contractor to
utilize seven County paratransit vehicles. Mr. Andoh elaborated that Hele-On Bus has expanded beyond
what the current contractor is providing, warranting a need to procure the services.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution by the County Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 273-21, and
recommends its adoption.
