Your Committee on Finance, to which was referred Resolution No. 274-21, reports as follows:
Resolution No. 274-21, transmitted by Director of Finance Deanna S. Sako via Communication No. 523 I
dated November 18, 2021, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year agreement for online legal research services and legal print resources for the
Office of the Corporation Counsel.

This resolution authorizes the Mayor to enter into a five-year lease agreement with Thomson Reuters,
Westlaw.
There was no discussion on the measure.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution by the County Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 274-21, and
recommends its adoption.
