Your Committee on Planning, to which was referred Communication No. 510,reports as
follows:
Communication No. 510, submitted by Mayor Mitchell D. Roth dated November 18, 2021,
submitting for the Council's review and confirmation of Richard Cunningham to the Board of
Appeals. Mr. Cunningham, a 45-year resident of Hawaii, owned and operated Cunningham
Gallery in Hilo for over 30 years. He is currently retired and is an active volunteer for the Rotary
Club of Hilo Bay. If confirmed, he will fill the remainder of the term of Jim McCully, who
recently resigned, with a term ending on December 31, 2022.
Executive assistant to the Mayor, Pomaika`i Bartolome, was present in the Hilo Chambers to
introduce Mr. Cunningham.
Committee Chair Ashley Kierkiewicz stated that in her interactions and conversations with
Mr. Cunningham, he presented himself as fair, honest, and thoughtful, and voiced her support for
the nominee.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with 8 "ayes," and Committee Member Rebecca Villegas excused.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 510, and recommends confirmation of the appointment of Mr. Richard Cunningham to the
Board of Appeals.
