County of Hawaii �*: 25 Aupuni Street ia " a Hilo, Hawaii 96720 Subject: Supplement to Department of Parks and Recreation's Evaluation of Applications for 2020 Public Access Open Space and Natural Resources Stewardship Grants Dear Chairwoman David and Members of the Hawaii County Council: The Department of Parks and Recreation submitted its initial review and evaluation of the five applications for 2020 Public Access Open Space and Natural Resources (POMC) Stewardship Grants via communication no. 267. The Department has requested of three of the applicants, Ho'omalu Ka'o, W� Mamo O Kawa and P®haha I Ka Lani to submit amended budgets to include items strictly for maintenance which would not be triggers for HRS §343 compliance and to remove items which were pointed out as concerns such as indirect/incidental costs, items which require permitting, etc. Attached, please find amended budgets for: Kahua Olohu, Ka°u, Hawaii T K: (3) -5-012:005 ® Applicant Ho'omalu Ka'o KAwa, Ka`u, Hawai`l T K: (3) -5-016:006 & 025; -5-017:005 & 007 Applicant Na Mama O K5w5 aipi`o Valley, HAm5kua, Hawaii T K: (3)4-8-004:106 ® Applicant Pbhaha I Ka Lani I feel that the amended budgets submitted from Ho'omalu Ka'o, Na Mamo O Kawa, and P®haha I Ka Lani are in compliance with the Hawaii County Charter and my recommendation is that these organizations have the ability to complete these projects according to their respective project plans. Cave Conservancy of Hawaii was notified that the Department cannot recommend their proposal at this time due to certain prerequisites that must be provided concerning HRS §343 compliance. They were informed to reapply when those prerequisites are met. National Parks Arts Foundation was notified that the Department cannot recommend their proposal because it was indeterminable whether their proposal would be in adherence to the conditions governing the POMC maintenance fund. No. 267. As stated on the evaluation for Cave Conservancy of Hawaii, we have concerns about proposed use which could trigger HRS §343 compliance. Unfortunately we cannot recommend your proposal at this time as there are certain prerequisites, such as conducting an environmental assessment that must accomplished and provided concerning HRS §343 compliance.
