Enclosed is a bill for an ordinance to add an appropriation to Ordinance 21-39,the
Capital Budget, for their"Pahoa Transit Hub - State"project and to appropriate $100,000
to the Capital Budget for this project.
The Mass Transit Agency requests that this bill be waived from the Finance Committee
and be placed on the January 5,2022 Council agenda in order to expedite this project. If
there are any questions, please do not hesitate to call John Andoh of the Mass Transit

A. REQUEST:
To request a bill to appropriate $100,000 to a new account in the General Fund under State Funds to
support Mass Transit Agency site analysis and environmental assessement for a new transit hub in Pahoa
with Transit Oriented Development (TOD) Capital Improvement Program (CIP) funding.
Request to waive Finance Committee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii proposes to site and construct a transit hub in downtown Pahoa to support hub-and-
spoke fixed route transit service in the Puna region in accordance with the County's Transit and Multimodal
Transportation Master Plan. The project will:
(1) Selecting a site that best supports transit ridership and active transportation;
(2) Preparing an Environmental Assessment for the selected site; and
(3) Developing a Transit Hub design that incorporates mobility hub concepts to provide an engaging community
space and community amenities.
The County proposes to use the FY22 TOD CIP funds to supplement the site selection and planning work for the
proposed Pahoa Transit Hub with additional planning studies that examine opportunities to maximize the
TOD potential with Hawaii State Library System (HSPLS) plans for the Pahoa Town area, in the site
selection process—with the objective being selection of a site that is suited to the co-location of the transit
hub and the library. The proposed budget is as follows:
1 Alternative site analysis and site selection $50,000
2 Studies and conceptual master planning for incorporation/co-location of civic facilities, housing, and multi-
modal transportation options $50,000
3 Environmental Assessment preparation, if there is a balance of funds after payment for expenses for the
work above Total $ 100,000
Should the library be co-located at the Transit Hub, the HSPLS is willing to provide an additional $1 million in
design and site aqusition funding to support the effort.

waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
