Re: Capital Budget
Enclosed is a bill for an ordinance for additional appropriation for the Mohouli
Street Extension project.
This project will create a direct connection between Mohouli Street from
Komohana Street to the Kaumana/Ainako area. Included in this project will be
a 2-lane roadway, street lights, drainage and intersection improvements at
Ainako, Komohana and Kukuau.

A. REQUEST:
Increase County and Federal appropriation for the construction of
the Mohouli Street Extension - Ainako Avenue to Komohana Street
Federal Aid Proiect No. STP-2790(1); DPW Job No. P-3207.
• Additional County Appropriation: $ 980,000
• Additional Federal Appropriation: $6,313,100
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project has already received an appropriation of $1.42
million under Ordinance 97-82 for our local matching share and an
appropriation of $3,586,900 for the federal share under Ordinance
94-107. Based on approved plans, the total estimated cost of the
project authorized by the Federal Highway Administration,
including land acquisition, is approximately $12.3 million.
Based on this amount and prior appropriations, the following
appropriations are needed for both the County and federal shares.
• Additional County Appropriation
Land Acquisition 100,000
Construction 2,300,000
2,400,000
Less prior appropriations: 1,420,000
Additional Appropriation $ 980,000
• Additional Federal Appropriation
Construction 9,900,000
Less prior appropriations: 3,586,900
Additional Appropriation $6,313,100
The project will include a non-participating cost of $770,000
paid by the Department of Water supply for the installation of a
new waterline.
