Re: Operating Budget
The County of Hawaii has been awarded $10,522,667 from the State of Hawaii
Department of Transportation, which derived from the Federal Transit Administration
(FTA) discretionary grant under Section 5339. These funds will be used to rehabilitate
and purchase buses and related equipment and to construct bus-related facilities.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this
$10,522,667 grant. The Mass Transit Agency is requesting that this resolution and bill be
waived from Finance Committee and be placed on the January 19, 2022 Council agenda
in order to expedite the receipt of these funds. If there are any questions, please do not

A. REQUEST:
To appropriate another $10,522,667 in FTA Section 5339 Bus and Bus Facilities funding under revenue
account 010.3310.02(Federal Grants) & account number 010.311.5311.94 (Section 5339 Capital Grant FY
21-22) to purchase replacement transit funds and fund the design, environmental assessment and land
acquisition of the Kailua-Kona base yard.
Request a resolution to enter into an agreement with HDOT to accept funds and a bill to appropriate funds.
Request to waive Finance Committee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County was successful in receiving FTA Section 5339 funds to implement the following projects:
• From 2017 Allocation:
o Purchase 6 <30-foot buses
• From 2019 Allocation:
o Purchase 10 40-foot buses
o Purchase 1 35-foot hybrid bus
o Purchase 3 40-foot buses
o Kailua-Kona Maintenance Facility (design, environmental assessment and land acquisition)
The Grants for Buses and Bus Facilities program (49 U.S.C. 5339) makes Federal resources available to HDOT
whom in turn pass-through the funding to the County to be able to replace, rehabilitate and purchase buses
and related equipment and to construct bus-related facilities including technological changes or innovations
to modify low or no emission vehicles or facilities. Funding is provided through formula allocations and
competitive grants. A sub-program provides competitive grants for bus and bus facility projects that support
low and zero-emission vehicles. The funds received were from competitive applications submitted in 2017
and 2019.

OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE
STATE OF HAWAII DEPARTMENT OF TRANSPORTATION.
BILL NO. 109 AN ORDINANCE TO AMEND ORDINANCE
NO. 21-38, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY
OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
