These funds will be used to rehabilitate and purchase buses and related equipment and to construct bus-related facilities. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $10,522,667 grant. The Mass Transit Agency is requesting that this resolution and bill be waived from Finance Committee and be placed on the January 19, 2022 Council agenda in order to expedite the receipt of these funds. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County was successful in receiving FTA Section 5339 funds to implement the following projects: • From 2017 Allocation: o Purchase 6 <30-foot buses • From 2019 Allocation: o Purchase 10 40-foot buses o Purchase 1 35-foot hybrid bus o Purchase 3 40-foot buses o Kailua-Kona Maintenance Facility (design, environmental assessment and land acquisition) The Grants for Buses and Bus Facilities program (49 U.S.C. 5339) makes Federal resources available to HDOT whom in turn pass-through the funding to the County to be able to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Funding is provided through formula allocations and competitive grants. A sub-program provides competitive grants for bus and bus facility projects that support low and zero-emission vehicles. The funds received were from competitive applications submitted in 2017 and 2019.
