Re: Resolution Accepting Donation
Enclosed is a resolution accepting a donation of three LUCAS compression system
devices with accessories from the Hilo Medical Center Foundation, 1190 Waianuenue
Avenue, Hilo, HI 96720. This equipment, valued at approximately $52,000, will be used
by the Hawaii Fire Department.
The Hawaii Fire Department is requesting that this resolution be waived from Finance
Committee and be placed on the January 19, 2022 Council agenda in order to expedite
this process. If there are any questions,please do not hesitate to call Chris Honda of the
Hawaii Fire Department at 932-2900.

B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
The LUCAS device has been shown to improve quality of chest compressions, increase ETCO2 levels as
well as being able to sustain life-saving circulation during prolonged resuscitation attempts. This is crucial
considering the long transports and geographcial challenges that we aro faced with here on Hawaii Island
LUCAS has been studied extensively,shown to be safe and effective and to save patients that would
otherwise have been consideree futile Total estimated cost for these items would be approximately
$62,000
The Fire Department is requesting a waiver from the Finance Committee in order for the resolution to be
heard at its next scheduled meeting

RE: RESOLUTION NO. 299-22 A RESOLUTION AUTHORIZING THE
ACCEPTANCE OF A DONATION OF THREE (3) LUCAS COMPRESSION
SYSTEM DEVICES WITH ACCESSORIES TO THE COUNTY OF HAWAII
FIRE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
