Mr. Andoh also stated he is expecting approximately $1.8 million from American Rescue Plan funds
through State of Hawaii Department of Transportation, so the Administration will come back to the
Council when the funds are closer to distribution.
Mr. Andoh gave the following scenario: if fares were to return down the road, the hope is to have
an electronic system in place. The goal is to set up the framework now and then do a Request for
Proposal for electronic fare collection—hopefully part of a statewide system and universal loadable
card. Real-time tracking of the buses will be enabled by June, as they promote the Move-It application.
Chair Lee Loy highlighted Mr. Andoh's ability to communicate effectively with the Council and with
the community. Mr. Andoh also remarked that paratransit is mandated to be free if the fixed route
system is free. He is also actively working together with other transportation providers to make sure the
information on all the different programs is coordinated.
Mr. Andoh reported the Shared-Ride Taxi Program coupons will still exist, and he is planning to move
to a subsidy system which will allow other companies like Uber and Lyft to participate. He is also
recruiting for the Contract Mobility Coordinator,whose main focus is to train people how to use public
transit, with an emphasis on seniors, low-income, and disability communities.
Your Committee on Public Works and Mass Transit is in accord with the purpose and intent of
Bill No. 105, and recommends its passage on first reading.
