No. 548/Bill No. 99 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 99, reports as follows: <br /> Bill No. 99, submitted by Mayor Mitchell D. Roth via Communication 548, dated November 15, <br /> 2021, amends Ordinance No. 11-73, which reclassified lands from Agricultural—forty acres <br /> (A-40a) Agriculture—five acres (A-5a) at Pu`ukapu, South Kohala District, Hawaii, covered by Tax <br /> Map Key: 6-4-017:042. The total area is approximately 17.88 acres. The applicant is Cynthia Foster. <br /> The Leeward Planning Commission forwards its favorable recommendation for this amendment, <br /> which requests a five-year time extension to comply with Condition C (Time to Secure Final <br /> Subdivision Approval) with an amendment to Condition J(Inadvertent Cultural/Historic Finds). <br /> The property is located along the north side of Mamalahoa Highway approximately 750 feet west of <br /> its intersection with Kipahele Street in Waimea. <br /> Planning Consultant Sid Fuke appeared in Hilo Chambers to represent the applicants. He explained <br /> that Mrs. Foster would like to subdivide the land into three parcels, two of which would be for her <br /> children, who live on island, and the third would be sold to offset development costs. <br /> One of Mrs. Foster's children is coordinating the subdivision application but ran out of time to <br /> secure final subdivision approval for a couple of reasons —previous surveyor moved off island and <br /> a new one needed to be secured, and Mrs. Foster's son is juggling this process on top of running a <br /> coffee farm. Mr. Fuke noted that significant progress had been made, including receiving tentative <br /> subdivision approval in October 2020, and that a five-year time extension would be ample time to <br /> complete the project. <br /> Deputy Director Jeff Darrow was present in the Hilo Chambers to answer questions and provide <br /> further background. <br /> Committee Member Holeka Inaba asked Mr. Fuke when he would anticipate the project being <br /> completed, and Mr. Fuke responded that it should only take a few more years for modest <br /> infrastructure improvements. <br /> PC Report No.: 39 <br />
