Re: Resolution Creating Positions
The County of Hawaii, Department of Research and Development was awarded federal
funding from the Department of Labor and Industrial Relations through the Workforce
Innovation and Opportunity Act(WIOA) to assist adults, dislocated workers, and youth
by providing services that will train individuals to increase employment, retention,
earnings, skills, and literacy.
Enclosed is a resolution creating two new, temporary positions for the Department of
Research and Development. These new positions are needed to support the services
indicated above.
The Department of Research and Development respectfully requests that a breach be
authorized to submit this resolution after the December 29, 2021 submission deadline,
and to waive it from the Finance Committee in order to be placed on the January 19, 2022
Council agenda. If there are any questions,please do not hesitate to call Debra Funai of
the Department of Research and Development at 961-8584.

A. REQUEST
A resolution for ordinance to create two{ } new temporary positions in the Department of Research and
Development. These positions will be an Economic Development Specialist Ill and an Economic
Development Specialist Il, both assigned to our S. Hilo office:
Resolution to create the following positions:
Economic Development Specialist Ill {SR- 4, BU18}
Economic Development Specialist 11 (SR-22, BU13)
Requesting to breach and waive Finance Committee and the 5-day hold period after approval of the
Resolution.
B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED):
The Department of Labor and Industrial Relations has authorized Workforce Innovation and Opportunity
Act (WIUA)funds that will be used to assist adults, dislocated workers, and youth by providing services that
will train individuals to increase employment, retention, earnings, skills, and literacy.
This grant will provide funding for two (2) positions.

TEMPORARY POSITIONS FOR THE DEPARTMENT OF RESEARCH AND
DEVELOPMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
