HomeMy WebLinkAboutRES 303 Draft 01 2020-2022A RESOLUTION SETTING FORTH COUNTY OF HAWAIʻI FEDERAL LEGISLATIVE PRIORITIES TO INFORM MEETINGS BETWEEN THE HAWAIʻI STATE ASSOCIATION OF COUNTIES EXECUTIVE COMMITTEE AND FEDERAL OFFICIALS IN WASHINGTON, D.C. WHEREAS, the Hawaiʻi State Association of Counties (HSAC) Executive Committee plans to meet with the Hawaiʻi Congressional delegation and other federal officials while in Washington, D.C. for the National Association of Counties Legislative Conference in February, 2022; and WHEREAS, HSAC strives to be comprehensively representative of its membership by requesting a list of federal legislative priorities from each County Council to inform their meetings in Washington, D.C.; and WHEREAS, the County of Hawai‘i Council Committee on Governmental Operations, Relations, and Economic Development discussed federal legislative priorities on January 5, 2022; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it sets forth the following federal legislative priorities to inform meetings between the Hawaiʻi State Association of Counties Executive Committee and the Hawai‘i Congressional delegation: Infrastructure funding through the American Rescue Plan Act and the Infrastructure Investment and Jobs Act for county roads, bridges, highways, wastewater systems, broadband connectivity, food production, and agricultural infrastructure. Position and prepare the Counties to access funding from the American Rescue Plan Act, the Infrastructure Investment and Jobs Act, the pending Build Back Better Act, and any other federal sources, particularly through direct funding to the County, including any tools or support for tracking and monitoring funding opportunities. Infrastructure and service funding opportunities dedicated to tribal nations that may also be accessible to the Native Hawaiian community. BE IT FURTHER RESOLVED that the Council recommends additional meetings take place between the HSAC Executive Committee and the United States Department of Agriculture regarding funding for local food production and agricultural infrastructure; the Department of Housing and Urban Development on funding for affordable housing development; and the Department of Health & Human Services on ongoing COVID response measures. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mayor Mitchell D. Roth and Mason K.
