Your Committee on Planning, to which was referred Communication No. 563, reports as
follows:
Communication No. 563, submitted by Mayor Mitchell D. Roth dated December 17, 2021,
submitting for the Council's review and confirmation of the nomination of Shane Vincent to the
Leeward Planning Commission.
Mr. Vincent, a fifty-year resident ofHawai`i Island. He received his bachelor's degree in
Economics from Santa Clara University and MBA in Finance from.Thunderbird School of
Global Management. Mr. Vincent proudly served in the United States Army in the Airborne
Infantry and Special Operations units, in various leadership roles, from 1993-1998. A licensed
General Contractor in the state since 2008. Mr. Vincent has been involved in numerous business
and residential projects as Project Manager, Development Manager, Business Director and
Project Engineer, and opened the doors to his own company, Vincent Construction Management,
in September of 2018. Mr. Vincent is an active volunteer in the community and serves on the
Board of Hawaii Wildlife Center and Sandalwood at Waimea. If confirmed, he will complete
the term ending December 31, 2023.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was present via Zoom to introduce
Mr. Vincent. She explained that Mr. Vincent was not available due to a scheduling
misunderstanding.
Committee Chair Ashley Kierkiewicz noted that if the Committee does not make a decision
today then this will become an automatic approval. She recommended moving the nomination
out of Committee, and having an in-depth conversation with Mr. Vincent during the January 19,
2022 Council meeting. Committee Members Tim Richards and Holeka Inaba agreed.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with 5 "ayes."

Your Committee on Planning is in accord with the purpose and intent of Communication
No. 563, and recommends confirmation of the appointment of Shane Vincent to the Leeward
Planning Commission.
