Subject: Communications 569 Public Comment : Kalanianaole Avenue Reconstruction

Dear Councilwoman David,and other Council members,
I wish to comment on Communication 569: Requesting update from administration regarding the delayed Kalanianaole Avenue
reconstruction project.The residents and businesses in Keaukaha and the surrounding areas have been inconvenienced by this
unfinished roadway project over the past several years.They've had to endure damage to their vehicles, never-ending roadway
detours,and poor communication from the county regarding the status of this project.
I know its easy to throw stones, but the way this project was managed by the county is an embarrassment thus far. It should've not
taken this long to complete improvements to this 1 mile segment of roadway. The public has a right to know why this project has
taken this long. I've come up with eight questions the administration needs to be held accountable for.
1. How much was Goodfellow Brothers compensated for their work up to December 31st 2021?

2. How much more will the project cost with a new contractor instead of retaining Goodfellow to complete the project? ,
3. How long will the project take wrap up with a new contractor compared to retaining Goodfellow?
4.The county will oversee the improvements to the 1 mile segment.Then it will be transferred to the state.Will th unty retain
ownership of the roadway after its transfer?
5. Will the county resurface the roughly 1/3 of mile of asphalt pavement towards Keaukaha that was torn up to install a waterline as
a part of this project?
6. Will the Portland cement concrete pavement portion of the roadway be hand paved or mechanically paved with a slip form paver?
7. How long will the paving portions(PCC and HMA)of this project roughly take to complete?
8. If I recall correctly, HECO notified the county in 2016 about their fuel line that traversed the project area.Why did it take until the
project was underway to determine this fuel line required a change in pavement material from HMA to PCC?
