Your Committee on Governmental Operations, Relations, and Economic Development,to which
was referred Communication No. 576, reports as follows:
Transmitted by Mayor Mitchell D. Roth, via Communication No. 576, dated December 29, 2021,
submitting for the Council's review and confirmation the appointment of Mr. Erick Allende to the
Board of Ethics.
Ms. Pomaika`i Bartolome, Executive Assistant to Mayor Roth, introduced Mr. Allende a 20-year
resident of Hawaii and a youth mentor. Mr. Allende founded AAA (Academics, Athletics and
Arts Academy), a non-profit organization focusing on these areas of development for youth.
Mr. Allende was present and said he feels strongly about proving opportunities for youth to
improve themselves and their circumstances.
Several Council Members said they support Mr. Allende for appointment to this board and praised
him for his committment and passion for supporting Hawaii County's youth.
Council Member Kierkiewicz asked Mr. Allende if he was prepared for the time commitment and
responsibility of being on a five-person board. Mr. Allende answered that he was committed to
meeting the requirements of being on the Board of Ethics.
Committee Chair Kimball also stated her support for the appointment of Mr. Allende to the Board
of Ethics and said it was up to him if he would like to be present for the final vote on his
appointment on February 9, 2022.
If confirmed, Mr. Allende will serve a term to end December 31, 2026.

Your Committee on Governmental Operations, Relations, and Economic Development is in
accord with the purpose and intent of Communication No. 576, and recommends confirmation I
of the appointment of Mr. Erick Allende to the Board of Ethics.
