RESOLUTION NO. 304 22
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KEALAKEHE
PROJECT GRAD FOR THE 2022 GRADUATES OF KEALAKEHE HIGH SCHOOL
AND WEST HAWAII EXPLORATIONS ACADEMY.
WHEREAS, Kealakehe Project Grad is a 501(c)(3) nonprofit organization that has
coordinated Kealakehe Project Grad graduation events since 2001; and
WHEREAS, the Kealakehe Project Grad event will be held for both Kealakehe High
School and West Hawai`i Explorations Academy on May 21, 2022, and will be chaperoned by
volunteer parents and teachers, as well as hired security personnel and police officers to ensure
the safety of participating students; and
WHEREAS, Kealakehe Project Grad is requesting funds to help pay for meals, snacks,
live entertainment, games,transportation, activities, memorabilia, and other expenses associated
with the graduation-night celebration; and
WHEREAS, due to the ongoing COVID-19 pandemic, should restrictions not allow for
the graduation-night celebration, Kealakehe Project Grad is requesting use of these funds to
provide gifts and memorabilia that will venerate the end of their high school experiences, and to
acknowledge and congratulate the 2022 graduates of Kealakehe High School and West Hawai`i
Explorations Academy; and
WHEREAS,the Department of Liquor Control supports organizations and programs that
improve the lives of young people through alcohol-,tobacco-, and drug-free activities intended
to promote growth and learning in a safe environment; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Liquor Control to provide a grant to Kealakehe Project Grad to assist with expenses to
acknowledge and congratulate the 2022 graduates of Kealakehe High School and West Hawai`i
Explorations Academy.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below: •

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
