HomeMy WebLinkAboutRES 305 Draft 01 2020-2022A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO NĀ MAMO O KĀWĀ.
WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to
preserve the land, promote public safety, and maintain a healthy stewardship”; and
WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid
project funding; and
WHEREAS, Nā Mamo o Kāwā is a 501(c)3 nonprofit organization with a mission “to rehabilitate, curate and steward Kāwā in order to honor the past, provide for the present, and preserve
for the future”; and
WHEREAS, Nā Mamo O Kāwā submitted a Maintenance Fund stewardship grant application describing its project to continue preserving the pristine and fragile cultural and ecological resources
of Kāwā; and
WHEREAS, during its September 9, 2019 meeting and pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources
Preservation Commission forwarded a positive recommendation of the project applied for by Nā Mamo O Kāwā to the Director of Parks and Recreation; and
WHEREAS, the project proposed by Nā Mamo O Kāwa was one of five Maintenance Fund stewardship grant applications that the Department of Parks and Recreation Director evaluated in Communication
267, submitted to the Council on May 7, 2021; and
WHEREAS, after requesting and receiving an amended budget plan from Nā Mamo O Kāwa, the Department of Parks and Recreation Director then issued Communication 267.2 to the Council on
December 15, 2021, recommending that the organization has the ability to complete the proposed project in compliance with the Charter, as planned for in its application; and
WHEREAS, awarding a stewardship grant to Nā Mamo O Kāwā will allow it to continue its ongoing restoration work on the property, implement a dryland and coastal rehabilitation plan, and
preserve and protect significant cultural features, including a freshwater spring, loko iʻa, heiau, and ahu; and
WHEREAS, this grant will also assist Nā Mamo O Kāwā to work in partnership with biological and archaeological professionals to execute dryland and coastal rehabilitation,
develop wildlife monitoring protocol, and a cultural site monitoring plan, while maintaining safe and secure access to property; and
WHEREAS, the project proposed by Nā Mamo O Kāwā in its Maintenance Fund stewardship grant application benefits the community-at-large and leverages partnerships to maintain healthy stewardship
of properties acquired through the Public Access, Open Space, and Natural Resources Preservation Fund; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h)(1) of the Hawai‘i County Charter, the Council hereby approves a Public Access, Open Space, and
Natural Resources Preservation Maintenance Stewardship Grant be awarded to Nā Mamo O Kāwā in the amount of $117,577.48.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Charter, funds from the grant awarded by this resolution shall be used for public safety maintenance and preservation
of the Kāwā properties acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as tax map keys (3) 9-5-016:006, (3) 9-5-016:025, (3) 9-5-017:005,
and (3)9-5-017:007.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of the Department of Parks and Recreation and the Director of the Department of
Finance.
