A RESOLUTION RECOGNIZING FEBRUARY AS MAHINA ‘ŌLELO HAWAI‘I IN THE COUNTY OF HAWAI‘I.
ʻOIAI, ‘o ka ʻōlelo Hawaiʻi ka ʻōlelo mua loa o kēia paeʻāina o Hawaiʻi a i hoʻohana nui ʻia he ʻōlelo ola no ke aupuni, nā kula, nā ʻoihana, a me ka hale pule o ke Aupuni Mōʻi; a
WHEREAS, the Hawaiian Language was the first language of the Hawaiian Archipelago that was used as a living language for government, school, businesses, and church during the Hawaiian
monarchy; and
ʻOIAI, ua hala nā makahiki he 125 mai ka ho‘opāpā mua ʻia o ka ʻōlelo Hawaiʻi ma nā kula ma Hawaiʻi nei; a
WHEREAS, 125 years have passed since the Hawaiian language was banned in Hawaiʻi schools; and
ʻOIAI, ua pilikia nui ka ʻōlelo Hawaiʻi a me ka moʻomeheu Hawaiʻi i kēia pāpā ʻana; a
WHEREAS, Hawaiian language and culture were negatively affected by this ban; and
ʻOIAI, ua hōʻoia ʻia ma ka ʻAha ʻElele Hana Kumukānāwai o ka makahiki 1978, he ʻōlelo kūhelu ka ʻōlelo Hawaiʻi i like kona kūlana me ka ʻōlelo Pelekania; a
WHEREAS, in the Constitutional Convention of 1978, the Hawaiian language was identified as an official language of the State, equal in status to that of the English language; and
ʻOIAI, ua hoʻokumu ʻia nā kula kaiapuni a me nā papa hana ʻōlelo Hawaiʻi e paipai a e hoʻōla hou i ka ʻōlelo makuahine o neia ʻāina; a
WHEREAS, Hawaiian immersion schools and programs were established to encourage the revival of the mother tongue of this land; and
ʻOIAI, ua holomua kēia mau papahana me ka haʻaheo a me ke kūpaʻa mai ka hoʻomaka; a
WHEREAS, these programs have forged on with pride and steadfastness since their inception; and
ʻOIAI, ola mau ka ʻōlelo Hawaiʻi ma o ka hoʻohana me ka maʻamau ma nā hana like ʻole i kēlā me kēia lā; a
WHEREAS, the Hawaiian language lives on when commonly used in different activities of everyday life; and
ʻOIAI, ua unuhi ʻia nā hua/māmala i hoʻohana pinepine ʻia, e like me ia i hōʻike ʻia ma ka “Pākuʻina Hōʻike A”; a
WHEREAS, frequently used words and phrases were translated and provided as shown in “Exhibit A”; and
ʻOIAI, i ka makahiki 2013, ua hoʻoholo ka ʻAhaʻōlelo o ke Aupuni Hawaiʻi i kapa ʻia ʻo Pepeluali ka Mahina ʻŌlelo Hawaiʻi; a
WHEREAS, in 2013, the State Legislature designated February as Mahina ʻŌlelo Hawaiʻi; and
ʻOIAI, ʻike nō ka ʻAha Kalana i ka waiwai o ka Mahina ʻŌlelo Hawaiʻi no ka hoʻōla o ka ʻōlelo Hawaiʻi; a
WHEREAS, the County Council recognizes the importance of Mahina ʻŌlelo Hawaiʻi in the revitalization of the Hawaiian language; and
ʻOIAI, ke mau nei ke kuleana o nā alakaʻi aupuni e kākoʻo i ka hoʻōla ‘ana o ka ʻōlelo Hawaiʻi; no laila, i kēia manawa,
WHEREAS, leaders in government have an ongoing responsibility to support the revival of the Hawaiian language; now, therefore,
E HOʻOHOLO ʻIA E KA ʻAHA KALANA, ʻo Pepeluali ka Mahina ʻŌlelo Hawaiʻi ma ke Kalana o Hawaiʻi.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it recognizes February as Mahina ‘Ōlelo Hawai‘i in the County of Hawai‘i.
E HOʻOHOLO HOU ʻIA, paipai ka ʻAha Kalana i ka hoʻohana maʻamau ʻia o ka ʻōlelo Hawaiʻi ma nā hanana aupuni, nā ʻoihana, a ma ke kaiaulu pū kekahi.
BE IT FURTHER RESOLVED that the County Council encourages normalized use of the Hawaiian language in government activities, business, and in the greater community.
E HOʻOHOLO PAU LOA ʻIA, e hoʻouna nō ana ke Kākau ʻŌlelo i kekahi kope o kēia ʻōlelo hoʻoholo iā Meia Mitchell D. Roth a me nā poʻo o kēlā me kēia mahele o ke Aupuni Kalana.
BE IT FINALLY RESOLVED that the County Clerk shall submit a copy of this resolution to Mayor Mitchell D. Roth and the head of all County departments and agencies.
