Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i to
provide"funding for the "Expanding Devil Weed Eradication Program to the Puna
District"project. Funds of$25,000 will be used to pay for staff and chemicals to conduct
sweeps and to control the Devil Weeds in six locations in Puna, totaling approximately
340 acres.

A. REQUEST:
A Resolution authorizing County(via R & D)to enter into,agreement with the University of Hawaii, to provide
funding for its"Expanding Devil Weed Eradication Program to the Puna District" proposal.
•B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes §46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing.R& D to enter
into an agreement with the University of Hawaii, a public body,for the purposes of funding its program,
"Expanding Devil Weed Eradication Program to the Puna District", pursuant to HCC 2-139(3)(c).
Devil weed has been confirmed in 6 locations in Puna, Hawaiian Beaches/Hawaiian Shores, Hawaiian
Paradise Park, Leilani, and Orchidland subdivisions. These 6 locations total around 340 acres. Each area
will be surveyed 2-4 times and target plant locations will be marked with GPS coordinates. Target plants will
be controlled with the appropriate herbicide.
This proposal is for$25,000.00 and would support the University of Hawaii,Pacific Cooperative Studies
Unit, Big Island Invasive Species Committee to pay for the staff time and chemicals to conduct the sweeps
and to control.the Devil Weeds..
Funds are from 2021-22 Fiscal Year Budget.
