Your Committee on Planning, to which was referred Communication No. 578, reports as
follows:
Communication No. 578, submitted by Mayor Mitchell D. Roth, dated December 20, 2021,
submitting for the Council's review and confirmation the nomination of David A. Wiseman to
the Board of Appeals. If confirmed, he will serve a term to end December 31, 2026.
The Honorable Judge Wiseman retired in 2016 from 15 years of service as a Superior Court
Judge for the United States Commonwealth of the Northern Mariana Islands (CNMI). Prior to
ascending to the bench in 2001, he spent nearly four decades working in the CNMI in various
capacities as an attorney.
Judge Wiseman obtained his Bachelor of Science in Business Administration from Suffolk
University and Juris Doctorate from Suffolk University Law School in Boston. Since his
retirement to Hawaii Island in 2016, Judge Wiseman has been active in the community. He
served as Chairman of the Hawaii County Board of Ethics from 2018 to 2021 and is on the
Kona Community Hospital Ethics Commission.
Committee Members Sue Lee Loy, Tim Richards, and Maile David all voiced their support for
Mr. Wiseman and praised his background, experience, and island mentality.
Committee Member Holeka Inaba disclosed that he serves as President of the Board of Directors
at the West Hawaii Mediation Center where Mr. Wiseman also serves as a mediator.
Committee Chair Ashley Kierkiewicz thanked Mr. Wiseman for his service on the Board of
Ethics and in other capacities, and that she appreciates the perspective and experience he brings.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with 9 "ayes."

Your Committee on Planning is in accord with the purpose and intent of Communication
No. 578, and recommends confirmation of the appointment of Mr. David A. Wiseman to the
Board of Appeals.
