These requests, including the corresponding Special Management Area Use Permits, were favorably considered by both the County Planning Director and Leeward Planning Commission. To help distill the material forwarded you by the Leeward Planning Commission and, in turn, facilitate understanding of these applications, we would like to share the following attachments with you and the rest of the Committee members. The attachments consist of • A summary of the purpose and nature of the project, entitled"Kumu Hou at Waikoloa"; • An overall map of the existing conditions; • The conceptual master plan overlayed over the existing conditions; and • A table showing the neighbor island breakdown of timeshare units relative to the overall visitor units derived from 2020 data provided by the State Department of Business, Economic Development, and Tourism. Relative to the table,the count for the total number of visitor units included short term vacation rentals (STVR). The lower portion reflects hotel rooms, less STVRs. Please note that Hawai'i Island has roughly half the timeshare units than Maui, and approximately one-third fewer timeshare units than Kauai. Also,the ratios of timeshare units to the visitor plant on Hawai'i Island demonstrates the market can absorb more units. Ten(10) sets of the attachments are included herein. FUKE Planning Consultant Enclosures Copy-Mr. John Plunkett, Waikoloa Land Company via email r Kumu Hou at Waikoloa Waikoloa Land Company has stewarded Waikoloa Beach Resort for over 40 years. The Resort has thrived as a master-planned community and vacation destination, and now directly and indirectly supports over 5,000 local jobs on Hawaii Island. In recent years, however, dramatically changing market conditions have made it clear that 36 holes of golf are not sustainable at Waikoloa Beach Resort in the long term. With that in mind, WLC spent four years creating a plan to reinvigorate and ensure the viability of this gathering place for future generations. Our vision is to: • Retain a 27-hole golf club and complex. This complex would preserve all 18 holes of the Beach Course, and 9 at the Kings' Course, while creating new configurations of play and replacing the old golf clubhouse and driving range. • Repurpose the lands under 9 fairways of the former Kings' Golf Course (previously closed due to COVID protocols) for new timeshare, residential and recreational uses, all within existing Land Use Commission, General Plan, and Special Management Area guidelines. • Reconfigure some existing plans to set future development further back from. Queen Kaahumanu Highway, enhancing the existing 800' highway setback. • Create two new parks open to the general public and update coastal access from within the Resort. • Eliminate the use of potable water for landscape irrigation within Kumu Hou, while also increasing the availability of recycled water for golf course irrigation. This will enable less use of the underground aquifer even as we convert our landscaping to brackish water sources. • Construct at least 140 affordable rental housing units within the Resort. We call this project Kumu Hou, which calls to mind a new and refreshed purpose. Project Details Kumu Hou is planned in three areas: • Area A will relocate 264 already approved multifamily or timeshare units planned by Hilton Grand Vacations. It will also offer 25 single-family residential lots fronting the reconfigured golf complex. • Area B will include 900 multifamily timeshare residential units, the new golf course and driving range, three acres of new public parks and walking paths, and various community support facilities. it yF • Area C will not have buildings per se, but will house the new brackish water wells and distribution system, including an existing golf course lake. The Resort is served by Hawaii Water Service, which has confirmed in writing that is willing and able to serve Kumu Hou's water and wastewater needs. Investing in Hawaii's Economy and Community Timeshare is an alternative to traditional hotel developments, and to individual rental units, which are often disbursed in residential communities. Timeshare offers a preferred visitor base known for its resilience, and proven stability — qualities that can support a more sustainable, diverse economy in the long-term, while keeping visitors largely centered at the Resort. Kumu Hou's development is expected bring more than $30 million in direct development-related expenditures per year during its design and planning, and $60 million per year over some 16 years of construction. It will generate about 260 to 520 construction-related jobs per year during its development, and 470 direct, permanent jobs by the time its completed. Also expected are 610 indirect jobs that may be distributed throughout the state. Our Commitments Kumu Hou is WLC's plan to leave a legacy in West Hawaii that will sustain a vibrant center of employment, culture, and community for generations to come — for the benefit of Hawaii Island residents as well as for our economy. Towards this end, we pledge that if Kumu Hou proceeds, it will include: • Affordable Housing —At least 140 workforce rental units for kama'aina, planned to be built near the Queen's MarketPlace. We believe this will be. the first affordable housing to be prioritized within a resort in West Hawaii. • A Cultural Center at the Parker Ranch Building — Conversion of this iconic building near the shoreline into a community gathering place, dedicated as a home for educational programming and perpetuation of cultural practices. • Major Community Endowment — A portion_of sales proceeds of the new timeshare units in Area B will be set aside as an endowment for The Waikoloa Foundation — a total possible contribution of $45 million — to be funded between about 2027 and 2042. This will allow the Foundation to expand its impact for residents of Hawaii Island in areas such as education, environmental stewardship, and culture. Finally, numerous studies to assess the project's environmental and cultural impact have been completed, with.suggested protection measures committed to in areas such as traffic, traditional cultural practices, archaeology, air and noise, flora and fauna, groundwater and nearshore waters, visual impacts, civil engineering, and sustainability.
