A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII
TO PURCHASE REUSABLE WATER BOTTLES FOR PUBLIC ELEMENTARY
SCHOOLS IN THE HILO-WAIAKEA COMPLEX AREA.
WHEREAS, Vibrant Hawaii is a 501(c)(3) nonprofit organization that brings
community-based organizations, government, foundations, and businesses together to build
awareness and implement strategies that are developed and resourced by the community; and
WHEREAS, according to an August 2021 student needs assessment survey of the 12
public elementary schools in the Hilo-Waiakea Complex Area, reusable water bottles were
identified as one of the top needs for students, attached hereto as Exhibit A; and

WHEREAS, Vibrant Hawaii is requesting funds to purchase reusable water bottles and
will partner with the Department of Water Supply to distribute the bottles to all public
elementary schools in the Hilo-Waiakea Complex Area; and
WHEREAS, the Department of Liquor Control supports organizations that bring
awareness and education to our youth and community to live a healthy, alcohol-free, and drug-
free lifestyle; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
a
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to Vibrant Hawaii to purchase reusable water bottles for
public elementary schools in the Hilo-Waiakea Complex Area.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
