The purpose for this testimony is IN SUPPORT of BILL 182, regarding the signage proposed for the Kehena Beach area, along
the Kalapana-Kapoho Beach Road. We have been requesting signage, and enforcement for more than two (2)years, due to the
blatant disregard of basic laws in place, including parking. I appreciate Councilperson Kanealii-Kleinfelder's efforts, and our
Public Works Department's efforts, in facilitating the signage. It will provide a good start towards reasonable use of our roads,
and allow safe passage along the designated area.
The foremost concern is public safety, as the traffic to Kehena Beach (and Seaview Lawn) has tripled in recent time. The
parking along both sides of the road presents a safety issue. A normal sized vehicle can barely traverse the road, and an
ambulance has an even bigger challenge.
Further, the crime rate has become a real problem in the area, specifically surrounding the Kehena Beach "gatherings". I am
certain the Police Department's records will reflect the numerous calls to the area, especially on weekends. As an example, we
all recall the young woman almost killed by her own car being stolen, among other horrendous incidents. It is also my
understanding the HCPD is in support of the signage, in order to enforce current laws already in place.
Given the loss of public access along our Puna coastline due to the historic eruption, it is time for peaceful, respectful,
enjoyment at Kehena Beach. Our'ohana who reside in our community for generations, have avoided Kehena due to the
continued egregious behavior, including nudity(which is illegal), and drug use. Time for change.
We appreciate the actions of DOCARE (DLNR), and our HCPD officers, in attempting to police the area, albeit a difficult
charge. The signage will allow our officers to keep the roads passable, and hopefully lessen the vehicle break-ins, and
continued illegal activities. Please support Bill 102, in order to facilitate reasonable, respectful, enjoyment of our Kehena Beach
area.
