Aloha mai e Hawaii County Council Members,
I am submitting this written testimony on Wednesday January 19th, 2022 for Bill No. 102 to place "No Parking"
signs along the section of Highway 137, Kalapana-Kapoho Beach Road at Kehena Beach.
The overcrowding and over usage of Kehena Beach over the last 20 years has increased the hazards along the road
and beach area tremendously. When approaching and driving through the area, cars are parked half way in the road.
People are standing in the road with doors open and not even pay attention to oncoming traffic. I have seen children
unattended standing in the road while adults are unaware. People and cars are in the road behind the blind hill. Till
this day, I am surprised more people have not been injured or fatally injured yet. Weekends of course are the worst
like any other beach. However, here it seems like it lawlessness. The users of this beautiful place are just
inconsiderate, disrespectful and uneducated. Not to mention the heavy drug trafficking/usage and mental health issues
of the people that also frequent this place.
You can ask anybody from Puna, that this place needs considerably more police action with the ability to give
citations. The parking along the road is just not safe anymore and needs to be restricted for all users passing or using
Kehena Beach. As a resident of Pohoiki and user of this road multiple times a day, we need Hawaii County Council
Members support to install "No Parking" signs at Kehena Beach on Highway 137 Kalapana-Kapoho Beach Road.
