Subject: Bill No. 102 Testimony
January 19, 2022
Aloha mai kakou,
I am submitting written testimony in support of Bill No. 102 to place "No parking signs" along the
section of Highway 137, Kalapana-Kapoho Beach road.
My 'ohana are many generations of lower Puna specifically out of the ahupua'a of Kehena, our kupuna are buried
here. Within my time, the hazards of this area have been getting worse. Desecration of the Kings Trail and aina,
'opala and feces everywhere. Cars and people blocking the roadway of traveling cars. Drug trafficking. Last year
there was an incident that occurred where a long time resident was hit by car, paralyzing her.
We need help with these signs to redirect the misuse of Kehena Beach and surrounding areas. It is not a safe place to
be. There is no respect for others by the influx of new people moving here, attracted by the scene of nudity and drug
use.
I believe the signs will help limit the masses of people that add to these dangers and criminal actions. We are asking
for support with the request for signs to create a safe environment for our community.
I support the placement of the signs along the section of Highway 137, Kalapana-Kapoho road in the Kehena
beach area and I ask for your support as our county council to support this bill.
Mahalo nui loa,
Leslie Lihaunani Enriquez Rosehill
