I am writing a letter in opposition to the nomination of Shane Vincent to the Leeward Planning
Commission.A resident of Kona with genealogical ties derived from Ho`okena, I recognize the
responsibility the decision-makers at the Leeward Planning Commission have to our community and
acknowledge how important it is that nominees considered for these roles should have passions and
perspectives that are in alignment with that of the local inhabitants here but more importantly,with the
Native Hawaiian people that have been stewards of this land for generations.According to
communication submitted by Mayor Roth, Shand Vincent is a fifty-year resident of Hawaii who has
been involved as a project manager, development manager, business director, and project engineer for
various businesses and residential projects.The letter also mentions that the nominee is interested in,
"promoting economic growth and development of Hawaii in a sustainable way." It would behoove us to
remember that sustainability is multi-faceted and that sustainable justice is paramount in indigenous
communities such as our own.
Mr.Vincent did not attend the Planning Committee meeting where his nomination was first
heard and as a result,the Leeward Community of Hawaii Island is unclear as to what Mr.Vincent's
intentions are with regard to sustainable economic growth and development.We are also unable to
determine the goals and objectives which Mr.Vincent has developed and whether they are in alignment
with our own as a community and the stewards of this land.At a fundamental level,we can only
interpret that Mr.Vincent is and experienced developer and moreover, a developer of luxury residential
properties.
My opposition to the nomination of Shane Vincent to the Leeward Planning Commission is due
to my understanding that Mr. Vincent would serve as a representative of the special interest{s}of his
own company,Vincent Construction Management.This conflict-of-interest would carry over into any
and all decision-making that Mr.Vincent would make and/or provide recommendation on as a
commissioner. Given that his company is invested in the development and construction of the Leeward
Community, it is inappropriate for him to fill a decision-making role on the Leeward Planning
Commision. Nominees should not have conflicts-of-interest whether actual or perceived and the
decision to nominate anyone to the commission should be more heavily weighed and responsibly
managed. Land-use decisions in our community have significant impacts on the future that will be left
for our children and the generations to come.These decision-makers then, must have the capacity to
meet the standard which would require them to make un-biased and responsible decisions and
recommendations synonymous with such significant impact.
