Aloha council members,
I'm very concerned about the public access issue at Papa'ikou Mill Beach. Why is it taking so long for this mayor—
as well as the two previous mayors—to follow up on instituting promised public access? Aren't the mayor and
Corporation counsel responsible for carrying out the will of the Council, eg Resolution 732-20? Why is this
landowner getting to do what they please with public access including undermining the rule of law?
Support for access has been widespread and unwavering. Over 5,000 people signed a petition. Hundreds of people
turned out for hearing after hearing. Several renown organizations have supported public access as voted upon by this
council.
Property owners have certain rights over the land they own. However, when they buy land in hawaii, there are strict
rules protecting the public's right top access the shoreline. The County has a legal obligation to open this access
immediately before it's further undermined by an errant landowner.
Hawai'i County must follow the law and provide public access to the shore.
