This program is near and dear to my heart just because over the years the board over at YMCA has done such fantastic work serving the gap of community. A lot of times family visitation is actually a court order, and they don't actually have a place. And over the years the courts, through a VAWA (Violence Against Women Act) grant, would help supplement this program, but those fundings fell short. So, it really is my honor to help continue the program where families get to visit with families, and I ask for my colleagues' support. CHR. DAVID: Thank you for doing this, Ms. Lee Loy. Mr. Richards, go ahead. MR. RICHARDS: I have said this before, but this is one of those things that's near and dear to my heart. And I appreciate the other Council Members supporting this. It is very important. And we talked about this even years ago, Chair, when the volunteers did the visitation anyway even though there was no funding. So they just kept doing because it's so important and helps the families. So, thank you, Ms. Lee Loy. I'm definitely supporting. CHR. DAVID: Thank you, Mr. Richards. Anyone else? DAVID: Go ahead, Ms. Kierkiewicz. MS. KIERKIEWICZ: Mahalo nui. And I did want to call forward some leadership from the Committee on the Status of Women. Dr. Mihaela, if you folks could come forward. (Note: At this time, Dr. Mihaela Ryer and Shana Kukila of the Committee on the Status of Women came forward to address the members of the Council.) MS. KIERKIEWICZ: I actually found out about the commission's efforts through Dr. Farrah-Marie Gomes. She shared with me that the commission was planning activities that really elevated the important contributions of women, mothers in our community, locally and globally, and was just so excited. So, Council Member Kimball and I met with Dr. Ryer to hear more about what they are planning. There's a lot of really great engagement that is being planned for 2022. We had hoped to kick things off today, together with County leadership and other women leaders throughout the community, but COVID (coronavirus disease)put a little pin in our plans. But we're hoping that we can come together in a safe way in coming months. Just appreciate what you're doing here. Page 4 Hawaii County Council-30 January 5,2022 Mothers, maternal figures, are really the foundation core of family. I mean, I think about my grandmother coming from the Philippines, not speaking any English and being able to raise five daughters here. And just the tenacity and resilience; how I just have so much appreciation for what she has done. And I really think about how I can be a better person and really rise to the occasion. Everything that she experienced, I hold very dear to me because it certainly inspires me to keep pushing forward. She didn't have it easy, right, and so that is inspiration. There are a lot of mamas that influence us, right? Not just your mom, but you've got the aunties and the tutus and the teachers and your hula kumu. All these incredible women that help shape us, nurture us, encourage us, and love us. And so it's really in that spirit that we're really proud to elevate your work and hope that you see this as an opportunity to kind of share more about what you are planning for the year. Because, I think there is a lot that we can be celebrating, but also every one of us can be contributing. So, thank you so much for being here. It's really an honor to be supporting your work. KIMBALL: Thank you, Chair, and it's difficult to come after Dr. Farrah-Marie Gomes and, of course, Council Member Kierkiewicz. They're both very eloquent. I really want to thank the Commission [sic] on the Status of Women for coming to us and asking us to put forward this resolution because this whole concept is really your idea. And I just really applaud you for the recognition that these past two years have been very difficult for everyone, but they've been particularly difficult for those folks that hold the caregiving role within our community. And one of the things that you gave us in the draft resolution is that one day a year is not enough to celebrate these people that hold the "mama"roles in our lives. And I'm really excited to say we're going to recognize this whole year as a celebration of those in our community that provide, in whatever capacity, that mothering, nurturing. So, thank you for your work, to you both here and then to the commission as a whole, for all your planning. And I would like to give our members here from the commission an opportunity to just share briefly with us what they have planned for the year. So, thank you, Chair, I yield. CHR. KUKILA: Happy New Year, everyone. Thank you so much for having us here today. I appreciate each one of you for supporting this effort. Sometimes, we come to the Council with complaints and we just want to vent out, but this time I wanted to transmute that and put pain to pen and say we had a rough year; we had a rough few years, but we're going to make it. And we're going to do it together whether we agree or not, whether you're a mother, you're a father, you're anybody in the family. And the reason why I think it's important to support mothers is because basically we shoulder a lot of the responsibilities of the home. And there are fathers out there that do that also, and we can leave that to the commission on the status of fathers. But until then, it'd be good for us to take a look at what challenges mothers have faced this past couple of years during the pandemic from their own voices. So, I'm collecting some video of testimonies of people who want to speak on behalf of their experiences as mothers. And it's not to complain, but just to share so that the County and the leadership is made more aware of what we go through and what struggles we need to overcome on a daily basis. We hear it on the news, but it would be good to hear from the actual people who go through it, and also especially from the Hawaii County people. Because, we know that we hear a lot about Oahu and the effects of the pandemic on those in the Mainland or wherever, but what's the effect on mothers here in Hawaii County? And our kuleana as the Committee on the Status of Women is to support women. And we believe that the status of a woman or a child is directly related to the status of their mother. I mean, I know that men are very important and fathers are very important, but if a child loses their mother, it's a big, big dent. So, we want to make sure that those who struggle, those who have needs are lifted up and those needs are addressed so that the children can prosper and grow up properly. And also, we want to make sure, too, that our values are in line with the whole year of the mother. It shouldn't have to just be the year of the mother. It should be just kind of like a pono policy that we could have to address certain things in those people's lives that need to be addressed on the micro and the macro scale, times when we have COVID. This next year, 2022, it's already starting off very, very challenging but we can have hope. So, this is what we bring forth, is the fact that we want to bring forth a positive initiative so that we can bring forth, at least in answer to questions, and help resolve those things that need to be resolved, and to recognize those who are working hard at doing this, such as with HOPE Services and other entities. So, Page 6 Hawaii County Council-30 January 5,2022 thank you very much for having us here today and for supporting this initiative because each one of us has a mother, even though we're not a mother, and we are a product of our mothers. My name is Mihaela Ryer, and I really do not have anything else to add. There were so many good words spoken here. I really would like to, sincerely, from the bottom of my heart and on behalf of my other colleagues on the Committee on the Status of Women, I would like to thank you very much for your support and for bringing this resolution forward. KUKILA: I'm sorry. I wanted to just thank the Mayor also because he had put forth a proclamation on January 5h, 2022. And I appreciate that he has also supported this effort. KANEALI`I-KLEINFELDER: I just want to mahalo Ms. Kierkiewicz and Ms. Kimball for bringing this forward and for you two coming today and for all of our moms out there. This has been an extremely trying, I'd say,past few years. This year is going to be challenging as well, from what we've seen so far. And just watching the way that my own grandma, my wife, my mom have been what they've been put up against in trying to raise a family or be moms or however you want to look at it, it's just been difficult. So, this is a very fitting resolution and a great way to start off the new year. And I like what you said: it shouldn't just be a one month or a one year kind of thing. Every year should be about moms. So, mahalo for being here today, and again, I appreciate you both for bringing this forward. Thank you. CHR. DAVID: Thank you, Mr. Kaneali`i-Kleinfelder. Ms. Lee Loy, go ahead. MS. LEE LOY: Yeah, thank you. I, too; I just want to thank my colleagues for advancing this. And that caregiving piece, this last two years was a lot. But also for the caregivers, our nurses. They are caregiving and really bowing out with their bandwidth to care. So, I really do appreciate you recognizing just that caregiver piece. There's so many women caring for their children at home, their families at home, and then they go to work and care some more. So, thank you very much to my colleagues. Thank you very much for advancing this. I look forward to saying Happy Mother's Day every month. I yield. CHR. DAVID: Thank you, Ms. Lee Loy. I have been honored and grateful to be able to sit in their meetings. And I have to say that every time I leave the meeting, I always feel empowered. And so, thank you, ladies and gentlemen. And also to the Council, I think that it is very important for mothers to know that they are supported. I think a lot of times we give so much of ourselves, and we forget to take care of our own self—mind, body, and spirit. And so, thank you again to our Committee on the Status of Women for raising awareness and letting our families, and our mothers especially, know that they are supported. So, mahalo. Thank you. And for myself, personally, everything that you say and what your efforts have been in supporting moms and women in general is so deep because each one of us, male or female at this point, no, had mothers or have mothers, whether they're here or they've passed, that has actually helped you in your life and who you become every day. And the sacrifices that mothers and women do for their children and for their own parents are immeasurable. And so when things happen this way and they're challenged, their challenges are even greater in taking care of their families. I'm so happy that you folks are there for support because, number one, some will not even come forward. They will just trudge on and do what they can. But knowing that there's some organization out there like you folks to help them is very awesome. And in this day and age, we have to use everything we can in helping everyone survive difficulties or difficult situations. So, I appreciate you both very much and what you folks do. Res. 294-22: AUTHORIZES THE PAYMENT OF FUNDS FROM THE APPROPRIATIONS OF A LATER FISCAL YEAR FOR A LEASE OF REAL PROPERTY FOR THE MASS TRANSIT AGENCY Authorizes the Mayor to enter into a one-year lease agreement for approximately 1,211 square feet of commercial space at the Queens' Marketplace in Waikoloa to park up to ten buses and provide a breakroom and rest area for bus operators. DAVID: Go ahead, Mr. Kaneali`i-Kleinfelder. MR. KANEALI`I-KLEINFELDER: This is fairly self-explanatory but we do have Mr. Andoh, Director Andoh here today. Mr. Andoh, if you want to come up and just give us a little background on this. I mean, the B-52 is pretty well laid out. As far as expenses, I have a few questions, but I figure I'll let you go first. (Note: At this time, Mass Transit Administrator John Andoh came forward to address the members of the Council.) MR. ANDOH: Yes, Council Member. And thank you, Chair and Council. John Andoh, Mass Transit Administrator, Mass Transit Agency. So, our contractor that operates the Hele-On system presently has approximately ten buses a day that sit for close to eight hours at Waikoloa Resort for transporting our commuters from South and East Hawaii to West Hawaii for employment opportunities. And for the health and welfare of those bus operators, we would like to enter into a lease so that we could provide them with a space that they can be able to relax during that eight-hour period. And we'll be able to have, like, transit information Page 11 Hawaii County Council-30 January 5,2022 for customers that want to obtain transit information in an office as well. Funds are available within the Mass Transit Agency Fund to cover the cost of this lease, and it's a one-year period that will go over the course of the two fiscal years. I'm happy to answer any questions if there are any. MR. KANEALI`I-KLEINFELDER: Okay. I do have some questions. Total cost is going to be? MR. ANDOH: Total cost. We're at$1,598.52 per month for the lease. So, it'll be $2,639.98 per month for the lease plus the common fees, expenses. MR. KANEALI`I-KLEINFELDER: Okay, thank you. I was looking at that, and I was trying to make sure it wasn't$1,598 plus another $2,600. Okay, so $2,600 total per month. This is for one year. And then this is for our bus drivers and staff. They drive to Kona and then they sit for eight hours and wait? Or MR. ANDOH: Correct. To leave for their afternoon trip back to East or South Hawaii. MR. KANEALI`I-KLEINFELDER: Interesting. Okay. I've got to ask: Is there any way to create more efficiency in that, or is that—? MR. ANDOH: Because these trips are commuter-oriented in nature, we looked at bringing them back to East and South Hawaii and then having them go back again, and the productivity of those trips would not be there. And there could be a potential that the drivers would get to their maximum ten hours, which would require another set of drivers to, in essence, bring back the commuters to South and East Hawaii. So, it's better to have them remain out in West Hawaii until the employees finish their shift for the day. MR. KANEALI`I-KLEINFELDER: Okay. MR. ANDOH: Some of these drivers start as early as three in the morning, and then they come back to East and South Hawaii around four or five o'clock in the evening time, within the allowable time that Federal Motor Carrier Safety Administration would allow a bus driver to work. MR. KANEALI`I-KLEINFELDER: Okay. That helps. Thank you. Any motion or movement to, instead of leasing a property, work on having our own property somewhere or having this facility double up as far as a hub, something like that? MR. ANDOH: Yeah, so as part of the master plan, as we look at developing hubs island-wide, Waikoloa Resort is an area of consideration. So, I'm going to be working on obtaining a consultant to help us in the delivery of building hubs Page 12 Hawaii County Council-30 January 5,2022 beyond the Pahoa and Kailua-Kona hubs that we're working on now, to help us identify sites and then start the process so we can obtain land and build some type of a facility that would be County-owned and then we won't have to lease. MR. KANEALI`I-KLEINFELDER: Okay. MR. ANDOH: I do also want to add that after the one-year period, the transit operations RFP (Request for Proposals) will also come to a conclusion, and we'll have a decision to either extend or go back out to bid. It is my intent that we should include the contractor to provide the property going forward into the future, should we elect to go out to bid in fiscal year '23. MR. KANEALI`I-KLEINFELDER: Okay. Thank you. That answers all my questions. Thank you for being here. I appreciate it. I yield, Chair. CHR. DAVID: Thank you, Mr. Kaneali`i-Kleinfelder. Mr. Richards, go ahead. MR. RICHARDS: Thank you. And, John, as always, you're very foresightful in your planning going forth. A little bit springboarding after Mr. Kaneali`i- Kleinfelder's question. I appreciate your comments about efficiency because I can see running a bus empty one way and then back again. We'd burn up too many miles. But are you looking at—I'm going to assume that if we ever build a maintenance facility west side, that we can do our planned maintenance during the day while the buses are down. Is that something that you're looking at long- term? MR. ANDOH: Yes. The ultimate goal with the maintenance facility, which we have Federal funds to do land acquisitions for and site analyses, that that can also be another opportunity where some of those buses can run some service back to Kailua-Kona. There could be a break room there. Maintenance could be done. And then they can run back to the resorts since there is—we're starting to see a demand of people coming between Kailua-Kona and those resorts anyways, and then work their way back to East Hawaii. MR. RICHARDS: Okay, all right. I figured you had that on the dockets, long- term planning. MR. ANDOH: We're about three to five years out. MR. RICHARDS: Yeah, I appreciate it's going to take an evolution over time, so thank you. I definitely will support and I like the fact you're incremental, year by year, looking to see how you can go forward. So again, I so appreciate you, John. Thank you. I yield. CHR. INABA: Thank you, John, again, and primarily for thinking of those drivers and our residents who are using the bus system. So, being that this passes, this would begin when? MR. ANDOH: As soon as we can finalize the lease agreement with Waikoloa Resorts and then it's executed by Finance Director, Mayor's office, myself, and Corporation Counsel, we'll get it going immediately thereafter. But for now, we just would like to have a temporary Account Clerk and a temporary Clerk III to really help the Police Department out because those phone calls and ordering is getting a little bit overwhelming. Totally with what Deanna is saying. Right now, our staff at the Police Department is being tasked with all of these duties. So you can imagine I have the utmost admiration and appreciation for Major Wana and Animal Control Director Regina that have taken this from zero to creating a department, on their own, that is out there managing the animal control services for the entire County. What they're doing is astronomical. I couldn't do it. But they need the assistance. I need someone there that can take the phone calls to relieve Regina and a Major that I have doing strictly animal control work, and I need someone to take over the procurement side of it. I think I've sent maybe four procurement violation letters to Finance so far and I don't really want to see the inside of any correctional facility. So, I need this help is basically what it boils down to. And we would go with a contract, like we have with the animal control officers and the kennel technicians, but these are union positions, union duties that we have position descriptions for. So, we're not able to go out with a contract. We have to go with a temporary hire. That's the only way around it. And I'm available for any questions. MR. KANEALI`I-KLEINFELDER: Thank you, Chief. From all the vendors that we've dealt with for animal control services, I mean I've heard it again and again and again, they're always inundated. And the complaints that we get from the publicI'm speaking for myself but I think I speak for everybody—is just trying to get through or there's an animal on the side of the road or there's a dog attack. It's always going to be a problem. So, I understand the need for the staffing. The funding source for the staffing is going to be ? MR. FERREIRA: For this fiscal year, we can absorb it in our current salaries and wages and the current animal control budget. For the next fiscal year when we go into the budget cycle, we're going to ask for different amounts in the animal control budget itself to accommodate this. MR. KANEALI`I-KLEINFELDER: Okay. Deanna, is that—so, that animal controlI want to call it fund but we have the MS. SAKO: The animal control account— MR. ccountMR. KANEALI`I-KLEINFELDER: Yeah, the accounts. MS. SAKO: That we have the budget for, we're using that same funding that we would normally use for a contractor to provide the in-house services. MR. KANEALI`I-KLEINFELDER: Okay. And so, offering the clerical support that they truly need to make this thing function. They're doing well, and I'm amazed at the amount of work that we are getting done. But if we don't support them, we're going to start seeing kind of a shakedown. So, this is a first step to get this done. I fully support it. And as far as the finances, Deanna, I appreciate what you're saying there. I think we can do it. I think things are lined up pretty well, according to Judge Strance and all this. We were successful in receiving $100,000, which would reduce the cost of our general excise taxes in covering this project. I also do want to mention that we are also in discussions with the Hawaii State Public Library system about the potential of co-locating a library with this transit hub. And should that ultimately work out as part of our site analysis, the library would be willing to contribute funding also towards this project to help cover the cost of constructing that library in conjunction with our transit hub. And I always thought that would be a great idea. So, I appreciate that coming back up and being part of the discussion. Has something gone out to solicit a vendor to undertake the EA (environmental assessment) work because we did have monies programmed? Are you able to kind of comment on that? MR. ANDOH: Yes. So, right now, the Planning Department has been negotiating with the proposed consultant to complete this project. I'm hearing that we should have a contract executed by the end of January, and then a notice to proceed so they can start the process that I laid out back in August to this Council in relation to getting that project going. MS. KIERKIEWICZ: Okay. And then the timeframe for all of that. Once they're onboard and we are able to start the EA process, that's typically how long? About six months or so for the public engagement piece? MR. ANDOH: Six months and we're hoping to have a site recommended, an EA process done by the end of the year. If we include the library portion into it, there will be an expansion to that consultant scope to also do that additional work on the co-location as well. So, the EA is going to take a look at the transit hub and, in every scenario, co-locating with the library because we're using the TOD funds, or are you going to be looking at transit hubs with or without a library connected to it? MR. ANDOH: Our focus will be the sites' analyses first to identify the best site. Once those sites are identified, then doing the EA for those sites. And then the consultant will be looking in mind with the potential of co-location of a library as well, so that we're doing this effort only once and not twice. MS. KIERKIEWICZ: Got it. Okay. And then with the co-location, there's just a lot more potential for State funding to kind of support overall development of the proj ect. MR. ANDOH: That is correct. MS. KIERKIEWICZ: That's great. And understanding it from a victim's point of view, understanding it from a government point of view. I feel like this is a great way of just bringing more awareness to it. I've been working with our State human trafficking coordinator, with our social service providers here. I was able to coordinate with HOPE Services, and we Page 24 Hawaii County Council-30 January 5,2022 actually did a trafficking street pop-up event in mid-December of 2021. It's been good. It's been really good getting to understand the community and those who are working on it and trying to make a difference when it comes to trafficking. And I think, for as much as we think it's not happening or it's not happening in the way we think it is, it is. And there's people being trafficked, and it really just means that you're being—you're trading yourself or something or someone for living. It's not being thrown in a container and shipped to another country. It's just the simple act of being trafficked in one way or another, whether that's employment, whether that is through prostitution. There's just a number of ways it can happen. So, I just wanted to take a moment at Council. It's important to me and it's important to a lot of people in our County. So, I'd appreciate everyone's support. Urgency, fear, trepidation, confusion; and taken it and brought it to a capacity that people who are very well-educated in how to navigate the socio-economic and different sociological and psychological issues surrounding human trafficking to connect with professionals in the law in this field. And to bring together the right support groups and to help to find the resources, and financial resources in some cases, to really help support this working group. I am extremely grateful. A number of different organizations here on the west side have reached out to me, and I've been able to put them in contact with HEAT (Human Exploitation and Trafficking). And they're now able to form a more collaborative communication for the prevention of and for the support of those that may have found themselves in these kinds of circumstances.
