Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$100,000 from the Liquor Control Fund Balance Reserve Account to the Department of
Liquor Control's OCE account. These funds will be used to cover costs associated with
internet and phone installation for their new West Hawaii office location.

The Department of Liquor Control requests a transfer of$100,000 from our Liquor Control Fund Balance
Reserve Account to the account listed below:
010.251.5251.02.341 Misc Charges $100,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Liquor Control, West Hawaii Office, moved from the West Hawaii Civic Center to
Hanama Place in Kailua-Kona on July 1, 2021. These new offices are neither internet-ready nor VoIP-ready
but a vital part of this department's effective communication and productivity. Supply and service vendors
estimated 3—4 months to complete the project. Unable to complete this major purchase in the late months
of FY21 and with the lead time needed to receive the equipment with installation services, a requisition was
submitted as soon as possible after the new FY22 began. This transfer will replace the funds used and
budgeted for other expenses in FY22.
