Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year lease agreement for one roll-off trailer and one dewatering bin for
the Department of Environmental Management, Wastewater Division. This equipment
will be used to dewater liquid/solids slurries and to haul the discharge for disposal. The
cost will be approximately $1,800 per month for the roll-off trailer and approximately
$1,300 per month for the dewatering bin for 60 months.
The Department of Environmental Management requests that this resolution be waived
from the Finance Committee and be placed on the February 23, 2022 Council agenda in
order to expedite receipt of this equipment. If there are any questions, please do not

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for one (1) roll-off trailer and one
(1) dewatering bin for a period of five (5) years for the Department of Environmental Management (DEM)

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

The DEM Wastewater Division (WWD) is requesting to lease finance a roll-off trailer and a dewatering bin
needed to dewater liquid/solids slurries generated from maintenance activities related to cleaning sewer
lines, pump station wet wells, scum collection sumps, solids from wastewater treatment processes, and spill
related discharges. The roll-off trailer is needed to haul the dewatering bin to dispose of the solids.
WWD currently has no means to empty the vactor trucks storage tanks except by dumping all this
liquid/solids slurries directly into the septage receiving pits at Hilo and Kealakehe Wastewater Treatment
Plants (WWTP). This current practice causes the septage receiving pit pumps and further downstream, the
grit collection pumps to clog, overheat, and eventually burn out the motors. WWD is constantly purchasing
new pumps to replace the burned out motors and pumps.
The purchase price for the roll-off trailer is estimated at $100,000. The estimated lease payment is $21,600
per year($1,800 per month). The purchase price for the dewatering bin is estimated at$75,000. The
estimated lease payment is $15,600 per year($1,300 per month). This trailer and dewatering bin will be
lease financed such that the County will own the equipment at the end of the five year lease. i
Funding for this equipment is not included in the FY21-22 budget as delivery is not expected until next fiscal I
year due to the long lead time.

We respectfully request that this resolution be waived from the Council's Finance Committee and be placed
on the next Council agenda in order to expedite the procurement of this equipment.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
