This equipment will be used to haul biosolids (sludge) from the Hilo Wastewater Treatment Plant(HWWTP)to the West Hawaii Sanitary Landfill (WHSL). The cost will be approximately $4,700 per month for the semi-tractor and approximately $4,400 per month for the mounted bins for 60 months. The Department of Environmental Management requests that this resolution be waived from the Finance Committee and be placed on the February 23, 2022 Council agenda in order to expedite receipt of this equipment. REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for one (1)semi-tractor and two (2) trailer mounted bins for a period of five (5) years for the Department of Environmental Management (DEM) Wastewater Division, B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED: The DEM Wastewater Division (WWD) is requesting to lease finance one semi-tractor and two trailer mounted bins for use to haul biosolids (sludge) from the Hilo Wastewater Treatment Plant (HWWTP) to the West Hawaii Sanitary Landfill (WHSL). Since the closure of the South Hilo Sanitary Landfill (SHSL), the WWD has been utilizing Solid Waste Division (SWD) trucks, trailers and drivers to haul the biosolids from the HW VTP to the WHSL. The dump trucks previously used to haul the sludge to the SHSL are too small and inefficient to be used for hauling sludge to the WHSL. This purchase will allow the WWD to better manage the sludge disposal by being able to haul it with their own resources. This will also help to alleviate the additional strain this is putting on SWD resources who are finding it increasingly difficult to keep up with the sludge disposal volumes which have been significantly falling behind the required sludge disposal volumes. If this continues, sludge will eventually accumulate to a point where washout of the solids into the HWWTP's outfall will occur and will cause a violation to HWWTP's NPDES Permit. The purchase price of the semi-tractor is estimated at $266,000. The estimated lease payment is $56,400 per year($4,700 per month). The purchase price of th trailer mounted bins are estimated at$125,000 each, or $250,000 for two. The estimated lease payment is $52,800 per year($4,400 per month). This equipment will be lease financed such that the County will own the equipment at the end of the five year lease.
