Your Committee on Finance, to which was referred Resolution No. 309-22, reports as follows:
Resolution No. 309-22, transmitted by the Finance Director Deanna S. Sako via Communication No. 602
dated January 21, 2022, authorizes the Mayor to enter into an agreement with the University of Hawaii.
Funds in the amount of$25,000 from the Department of Research and Development would be used for
the "Expanding Devil Weed Eradication Program to the Puna District"project.
Committee Chair Matt Kaneali`i-Kleinfelder emphasized that the devil weed is on the "100 of the
World's Worst Invasive Alien Species" list. Mr. Kaneali`i-Kleinfelder then stated that the
Big Island Invasive Species Committee will also have additional funding for the Puna area to eliminate
the devil weed.
Committee Member Ashley L. Kierkiewicz asked Ms. Sako whether it would be possible for
Research& Development to publish information on County agreements online for members of the
public to access. Ms. Sako stated that she will work with Research& Development to see if they have
the capacity to do so.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13, Hawaii County Charter,the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties, the State, or the United States government for functions or activities which the County is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 309-22, and
recommends its adoption.
