Mr. Chung then stated that the measure would be merely be a funding source and emphasized the
urgency in need.
Committee Member Maile Medeiros David expressed support for taking a percentage of income from
the two-tier process and allocating funds to programs addressing homelessness as well as the sunset
date on the measure. Ms. David then thanked Mr. Chung for introducing the measure.
Committee Chair Matt Kdneali`i-Kleinfelder expressed comments in support of the intent, but also
stated concerns with not knowing specific breakdowns on how funds will be spent.
Mr. Kaneali`i-Kleinfelder then suggested a scaled funding source to better ease into the five-year
sunset.
Regarding Ms. Kierkiewicz's request to amend the bill to add Housing, Mr. Chung stated that
Housing broadly covers many facets beyond homelessness and may dilute the purpose and intent of
the measure.
Ms. Sako stated that Finance will study the measure further and work with the Legislative Reference
Bureau to ensure that the language appropriately reflects the intent of the bill.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 111, as amended to
Draft 2, and recommends its passage on first reading.
