Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by decreasing the
appropriation in the COH—Tenant Based Rental Assist Program and University Heights
Home Reconstruction accounts and appropriating the funds to the Hale Na Koa 0
Hanakahi Senior Housing account.
The Office of Housing and Community Development(OHCD) awarded and appropriated
Program Year 2021 HOME Investment Partnership Program(HOME) funds to the COH
—Tenant Based Rental Assist Program and the University Heights Home Reconstruction
programs. However, after the appropriation, the applicants decided not to accept the
HOME program funds. The funds are therefore being provided to the Hale Na Koa 0
Hanakahi Senior Housing project who also submitted their proposal during the
solicitation process.

A. REQUEST:
Please submit the attached bill to amend Ordinance No.21-38,as amended,the Operating Budget for the County of Hawaii for the
Fiscal Year ending June 30,2022,to transfer appropriated funds from COH-Tenant Based Rental Assist Program and University
Heights Home Reconstruction to a new Expenditure account,as follows:
010.951.5951.90 COH—Tenant Based Rental Assist Program $ 2,035,200.00
010.951.5951.92 University Heights Home Reconstruction $ 289.800.00
010.951.5951._ Hale Na Koa 0 Hanakahi Independent Senior Hsg $ 2,325,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Office of Housing and Community Development(OHCD)has solicited projects for the Program Year 2021 HOME
Investment Partnership Program(HOME). The OHCD selected to fund the below projects and has appropriated the funds
to the projects. However, after the appropriation, the applicant decided not to accept the HOME Program funds:
1. COH-Tenant Based Rental Assist Program(TBRA); and
2. University Heights Home Reconstruction.
Therefore, the OHCD is requesting to transfer the appropriated funds, of$2,325,000.00 HOME Program funds,to the
Hale Na Koa 0 Hanakahi Independent Senior Housing Project, formally called the West Kawili Senior/Veteran's Housing
Project. This Project has submitted their proposal during the solicitation process and has met the requirements
but was not selected due to their total score not meeting the cut-off ranking.
