A. REQUEST;
The Office of Housing and Community Development is requesting to amend Ordinance 21-38 by
appropriating the following;
Revenue:
Emergency Rent Assistance Program COVID-19 (ERA 2 PT) 152.3310.XX $5,000.000,00
Expenditure:
Emergency Rent Assistance Program COVID-19 (ERA 2 PT) Program 152.461,5466.XK $4,500,000,00
Emergency Rent Assistance Program COVID-19 (ERA 2 PT) Adman 152.461.5466X( $ 500,000.00

The appropriation request for$5,000,000.00 represents a pass-thru grant from the State of Hawaii,
Department of Budget and Finance,to provide funding for the Emergency Rent Assistance Program
'•1 COVID-19 program for eligible households,that are financially impacted by the coronawus pandemic.

1; B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS.NEEDED)
The State of Hawaii, Department of Budget and Finance is providing the County of Havvar i through the
Office of Housing and Community Development federal funds as appropriated in Section 501, Title V,
Subtitle A, of Division N Additional Coronavirus Response and Relief, P.L. 116-260, to provide funding
to.support the Emergency Rent Assistance Program COVID-19.
The County will use funds to help eligible,households. An"eligible household" is defined as a render
household that has a household income at or below 80 percent of the area median income and have
experienced a financial hardship directly or indirectly due to COVID-19; and can demonstrate a risk of
experiencing homelessness or housing instability.
