The Planning Department respectfully requests that a breach be authorized to submit this resolution after the February 17, 2022 submission deadline, and to waive it from the Finance Committee in order to be placed on the March 9, 2022 Council agenda. REQUEST: This is a request for a resolution to enter into an agreement with the State Historic Presewation Office of the Department of Land and Natural Resources for the purpose of executing a Programmatic,Agreement to satisfy the requirements of Section 106 of the National Historic Preservation Act as part of a programmatic environmental assessment of the County's Voluntary Housing Buyout Program funded by the U.S. Department of Housing and Urban Development. Due to the urgency to complete this programatic environmental assessment and provide assistance to impacted residents the Department requests to waive the Finance Committee and to breach the deadline to be placed on the next agenda of the County Council. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' The County of Hawaii is the responsible entity delegated by the U.S. Department of Housing and Urban Development(HUD) to complete a programmatic environmental assessment for the Voluntary Housing Buyout Program. This Program is funded with a Community Development Block Gran-`— Disaster Recovery (CDBG-DR) grant to the County and constitues an undertaking requiring environmental review under the National Environmental Policy Act. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
