A RESOLUTION SUPPORTING AN INDEPENDENT UKRAINE AND CONDEMNING RUSSIAN MILITARY ASSAULT.
WHEREAS, on February 24, 2022, the Russian Federation (“Russia”) launched an unprovoked military invasion on the sovereign democratic country of Ukraine; and
WHEREAS, Ukraine is a large European country, rich in unique history, vibrant culture, and natural resources, and is seen as a key stronghold in preventing further Russian aggression
across Europe; and
WHEREAS, there is a long history of Russian aggression and genocide in Ukraine, including Russia’s illegal annexation of Crimea and invasion of Donbas in recent years; and
WHEREAS, Russia has launched air and land attacks on Ukraine, upending the lives of nearly 42 million and forcing civilians to flee their homeland, or take shelter from air raids in
crowded subway stations; and
WHEREAS, the international community has condemned Russia and expressed its support for Ukrainian integrity and independence, with historically neutral countries including Sweden, Switzerland,
and Finland joining the international community in adopting sanctions against Russia and sending military munitions to Ukraine; and
WHEREAS, The Republic of Belarus (“Belarus”) has chosen to aide and support Russian aggression in Ukraine; and
WHEREAS, Ukrainians who emigrated at the fall of the Soviet Union are returning back to their home country to join military members and civilians in defending their country with extraordinary
resolve against their Goliath-like neighbor; and
WHEREAS, Ukraine needs support to protect their homeland from this hostile invasion, and will need support to recover from the atrocities committed by Russia; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIʻI that it proclaims its support for Ukraine and its citizens, and denounces Russia’s military invasion and genocide against the Ukrainian
people.
BE IT FURTHER RESOLVED that the Hawaiʻi County Council supports Ukraine’s right to be free, independent, and to defend its territorial integrity.
BE IT FURTHER RESOLVED that the County Council strongly supports the United States of America (“USA”) and the international community in exerting pressure on Russia and providing Ukraine
with political, diplomatic, financial, and defense supports, including:
Continuation of imposing aggressive sanctions on Russia;
An embargo on purchasing oil, natural gas, and coal from Russia and Belarus;
Banning of Russian and Belarusian ships from all Western ports;
Deployment of financial, medical, and humanitarian assistance to Ukraine;
Protection of Ukrainian nuclear plants and other critical infrastructure;
Provision of weapons and military equipment, including an increased supply of anti-aircraft defense systems and a closure of Ukrainian airspace;
Closure of USA airspace to Russian commercial and private flights;
Visas for Ukrainian refugees and their families;
Visas for conscripted Russians and Belarusians who refuse to fight for Russia, and for their families;
Recognition of Russia as a terrorist state;
Isolation of Russia in the United Nations, and the removal of Russia’s veto power;
Denial of entry into the United States, and denial of the issuance of visas, for Russians in Vladimir Putin’s authoritarian regime, who have participated in the assault against Ukraine,
and/or openly advocated for Russian military aggression against Ukraine;
Compensation for Ukraine for all war damages suffered as a result of Russian aggression, to be taken from frozen Russian assets;
Establishment of a tribunal to punish the crimes of Russian President Vladimir Putin and his regime.
BE IT FURTHER RESOLVED that the Hawaiʻi County Council supports all measures to ensure Ukraine’s democratic and economic reforms prevail.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Joe Biden, President of the United States of America; the Honorable Volodymyr Zelenskyy,
President of Ukraine; the Honorable Antony Blinken, United States Secretary of State; the Honorable Lloyd Austin III, Secretary of Defense; the Honorable Mazie Hirono, United States
Senator; the Honorable Brian Schatz, United States Senator; the Honorable Ed Case, United States Representative; the Honorable Kai Kahele, United States Representative; the Honorable
David Ige, Governor of the State of Hawai‘i; and the Honorable Mitchell Roth, Mayor of the County of Hawai‘i.
