.-*: F.4 COUNTYAI cI 1rE OP•N►� RESOLUTION NO. 342 22 A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF THE LIBRARY—WAIKOLOA REGION FOR ITS LITERACY PROJECT. WHEREAS, Friends of the Library—Waikoloa Region(FL-WR) is a subordinated unit of Friends of the Library of Hawaii, a 501(c)(3) nonprofit organization; and WHEREAS, FL-WR was formed in 2010 with the primary goal of bringing a State library to the Waikoloa region; and WHEREAS, operating out of a bookmobile, the FL-WR serves a population of over 6,000 people in the Waikoloa area, and is the only library in the State without a physical location; and WHEREAS, the FL-WR wishes to promote the extension of library services in Hawaii and is requesting funds to purchase additional board books entitled On the Day You Were Born for its literacy project that encourages an early interest in reading and improves literacy in the community; and WHEREAS, the Department of Research and Development supports programs that facilitate the sustainability of Hawaii Island communities through education and community- based collaboration; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Research and Development to provide a grant to the Friends of the Library—Waikoloa Region to purchase additional board books entitled On the Day You Were Born for its literacy project. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
