A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MOKU ʻO HAWAI‘I
OUTRIGGER CANOE RACING ASSOCIATION TO HIRE SECURITY WHEN CONDUCTING ITS PROGRAMS AT HILO BAYFRONT BEACH PARK.
WHEREAS, the Moku ʻO Hawai‘i Outrigger Canoe Racing Association is a 501(c)(3) nonprofit organization whose purpose is to foster the preservation of the Hawaiian koa canoe and to encourage,
maintain, and perpetuate authentic Hawaiian canoe racing; and
WHEREAS, there has been an increase in violent acts at the Hilo Bayfront Beach park towards both property and paddlers, thus creating an unsafe environment for the club paddlers, especially
kupuna and keiki; and
WHEREAS, the Moku ʻO Hawai‘i Outrigger Canoe Racing Association is requesting funds to hire security for the health and safety of the paddlers when conducting its programs at Hilo Bayfront
Beach park; and
WHEREAS, the Department of Parks and Recreation supports organizations and programs that meet the needs of the community while maintaining the cultural uniqueness of Hawai‘i’s rich heritage,
diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide
a grant to the Moku ʻO Hawai‘i Outrigger Canoe Racing Association to hire security when conducting its programs at Hilo Bayfront Beach park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
