Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
Home Program Tennant Based Rental Assistance fraud recovery income to the Office of
Housing and Community Development's Home Program—TBRA Fraud Recovery
Income account. These fraud recovery funds will go back into the TBRA Program.

Please submit the attached bill to amend Ordinance No.21.38,as amended,the Operating Budget for the County of Hawaii for the
Fiscal Year ending June 30.2022,to add HOME Investment Partnerships Program Fraud Recovery revenue arid appropriate the same
for the General Fund,as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED).
The Office of Housing and Community Development(OHCD)anticipates receiving$5,000.00 in recovered funds from the
TBRA Program as Fraud Recovery funds, This Fraud Recovery funds are Federal HOME Program funds that have been
recovered from tenants that have committed fraud,
These Fraud Recovery funds will be put directly back into the TBRA Program, which is handled differently from program
income, in accordance with the Federal HOME Program requirements,
