Your Committee on Finance, to which was referred Resolution No. 334-22, reports as follows:
Resolution No. 334-22, transmitted by the Honorable Mayor Mitchell D. Roth via
Communication No. 652 dated February 18, 2022, commits to funding the cost items agreed
upon by the Employers and the United Public Workers Unit 01 and employees excluded from
bargaining unit 01 for the contract period July 1, 2021 through June 30, 2025.
The estimated costs over the four years of the new contract resulting from across-the-board
increases and one-time bonuses would be $13,915,027.
Finance Director Deanna S. Sako provided background on the measure.
Committee Member Herbert M. "Tim" Richards III provided comments emphasizing to
members of the public that the measure is contractual.
Committee Chair Matt Kaneali`i-Kleinfelder asked Ms. Sako if the State raising the minimum
wage would retroactively affect bargaining unit agreements. Ms. Sako stated that, in the event
that the minimum wage is raised, Finance would have to negotiate with the respective unions to
raise the baseline wages to minimum wage.
Pursuant to Section 89-10(b), Hawaii Revised Statutes, all cost items shall be subject to
appropriations by the appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 334-22,
and recommends its adoption.
