Your Committee on Finance, to which was referred Bill No. 130, reports as follows:
Bill No. 130, transmitted by the Finance Director Deanna S. Sako via Communication No. 649
dated February 17, 2022, amends Ordinance No. 21-38, as amended, the Operating Budget for
the County of Hawaii for the fiscal year ending June 30, 2022.
This bill increases revenues in the Office of Housing and Community Development's
Community Development Block Grant(CDBG) Program Income account ($200,000); and
appropriates the same to the Ulu Wini Low Income Housing Wastewater Treatment Plant—
Repairs account, bringing the total appropriation to $350,000.
Committee Member H61eka Goro Inaba asked Housing Administrator Kunz to provided an
explanation of how the CDBG program interacts with the wastewater treatment plant project.
Ms. Kunz stated that funds are being moved around to ensure project completion. Ms. Kunz then
confirmed that these funds will be sufficient to complete the project.
By Committee Chair Matt Kaneali`i-Kleinfelder's request, Ms. Kunz confirmed that the project
will be a full-treatment wastewater plant. Ms. Kunz then clarified that none of the water will be
irigated and reclaimed for any County properties. Mr. Kaneali`i-Kleinfelder then requested that
Ms. Kunz look into the facility to see if there is any potential use for the water to promote
sustainable practices.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 130, and
recommends its passage on first reading.
