No. 6531 ill No. 131 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 131, reports as follows: <br /> Bill No. 131, transmitted by the Finance Director Deanna S. Sako via Communication No. 653 dated <br /> February 17, 2022, amends Ordinance No. 21-39, as amended, relating to public improvements and <br /> financing thereof for the fiscal year July 1, 2021 to June 30, 2022. <br /> This bill increases the Environmental Management Hilo Wastewater Treatment Plant Upgrades- <br /> Phase I project by $13 million, bringing the total appropriation to $18 million. Funds for this project <br /> shall be provided from the General Obligation Bonds, Capital Projects Fund—Fund Balance and/or <br /> Other Sources and would be used towards the design of an all-encompassing renovation of the Hilo <br /> Wastewater Treatment Plant. <br /> Ms. Sako and Environmental Management Director Ramzi I. Mansour both provided a brief <br /> summary of the bill background. <br /> Per Committee Member Herbert M. "Tim" Richards III's request, Mr. Mansour provided a timeline <br /> of the project. Mr. Richards voiced concerns with timing, specifically with expirations on federal <br /> funding. Mr. Richards also suggested that Mr. Mansour look into whether the state funding given to <br /> Puak6 for wastewater planning could be used in order to support a more concerted County plan. <br /> Committee Member Susan L.K. Lee Loy asked Ms. Sako if the appropriation could be paid back by <br /> other sources. Ms. Sako stated that the construction may be paid back but probably not design. <br /> Committee Member Heather L. Kimball asked Mr. Mansour about the status of the environmental <br /> impact statement for this project.
