Your Committee on Finance, to which was referred Bill No. 131, reports as follows:
Bill No. 131, transmitted by the Finance Director Deanna S. Sako via Communication No. 653 dated
February 17, 2022, amends Ordinance No. 21-39, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2021 to June 30, 2022.
This bill increases the Environmental Management Hilo Wastewater Treatment Plant Upgrades-
Phase I project by $13 million, bringing the total appropriation to $18 million. Funds for this project
shall be provided from the General Obligation Bonds, Capital Projects Fund—Fund Balance and/or
Other Sources and would be used towards the design of an all-encompassing renovation of the Hilo
Wastewater Treatment Plant.
Ms. Sako and Environmental Management Director Ramzi I. Mansour both provided a brief
summary of the bill background.
Per Committee Member Herbert M. "Tim" Richards III's request, Mr. Mansour provided a timeline
of the project. Mr. Richards voiced concerns with timing, specifically with expirations on federal
funding. Mr. Richards also suggested that Mr. Mansour look into whether the state funding given to
Puak6 for wastewater planning could be used in order to support a more concerted County plan.
Committee Member Susan L.K. Lee Loy asked Ms. Sako if the appropriation could be paid back by
other sources. Ms. Sako stated that the construction may be paid back but probably not design.
Committee Member Heather L. Kimball asked Mr. Mansour about the status of the environmental
impact statement for this project. Mr. Mansour stated that there is a meeting to discuss in April.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 131, and
recommends its passage on first reading.
