Per Committee Member Herbert M. "Tim"Richards III's request, Ms. Sako explained the debt service and bond ordinances. Per Committee Chair Matt Kdneali`i-Kleinfelder's request, Ms. Sako stated that she would submit to all of the council members a summary of each department's priority lists prior to the next reading. Committee Member Susan L.K. Lee Loy expressed the need to prioritize projects than can quickly be completed and requested that a list of shovel-ready projects be submitted to the members. Committee Member Aaron S.Y. Chung expressed hesitancy with privatizing wastewater facilities. Ms. Sako stated that the Hilo Wastewater Treatment Plant will continue to be run by the County. Mr. Chung then asked what the County borrowing capacity will be moving forward. Ms. Sako stated that there is still additional capacity and that hopefully a better rate will open up more capacity. Per Committee Member Maile M. David's request, Mr. Mansour confirmed that that the plan for the Pahala and Na`alehu wastewater conversions includes cutting down on costs. A motion to amend Bill No. 132 with the contents of Communication No. 654.1 was made by Ms. Lee Loy and seconded by Mr. Richards. Said amendment includes the Build Back Better grant match, increases issuances in the Public Works Repairs and Maintenance line item, and decreases issuances in the Parks and Recreation Repair and Maintenance line item. The amendment passed unanimously.
