No. 656/Bill No. 134 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 10:31 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 134, reports as follows: <br /> Bill No. 134, submitted by Mayor Mitchell D. Roth via Communication 656, dated February 11, 2022, <br /> amends Section 25-8-34 (Papa`ikou-Onomea Zone Map), Article 8, Chapter 25 (Zoning) of the <br /> Hawai'i County Code 1983 (2016 Edition, as Amended), by changing the district classification from <br /> Agricultural—Twenty Acres (A-20a) to Family Agricultural—Two Acres (FA-2a) at Kalaoa, South <br /> Hilo, Hawaii, covered by Tax Map Key: 2-7-008:130. The applicants are Garvin and Laura Goode, <br /> and the property area is approximately 9.581 acres. Bill No. 134 was introduced by Committee Chair <br /> Ashley Kierkiewicz by request. <br /> The Windward Planning Commission forwards its favorable recommendation for this change of <br /> zone, which would allow the applicant to create a three-lot subdivision of which two would be <br /> conveyed to family members for estate purposes, and the third would continue to be used as an <br /> approved bed and breakfast operation and existing agricultural activities. The property is located <br /> at 27-2365 Hawaii Belt Road, 300 feet west(mauka) of its intersection with Kalaoa Camp Road <br /> in South Hilo. <br /> Committee Member Heather Kimball disclosed that she lives in close proximity to the subject <br /> property and is recusing herself from discussion and decision-making on this matter. <br /> Planning consultant Sidney Fuke was present in the Hilo Chambers to represent the applicants, <br /> who appeared before your Committee via Zoom. Mr. Fuke explained that the applicants <br /> currently have two dwellings and a small farm on their property with a third dwelling under <br /> construction. The applicants intend to subdivide the property into three lots so that their children <br /> may own each home respectively and expand agricultural activities while continuing using their <br /> current home as a bed and breakfast. <br /> PC Report No.: 50 <br />
