RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A
THREE (3) YEAR LEASE OF REAL PROPERTY WITH OPTION TERMS FOR A a
PORTION OF 34 RAINBOW DRIVE (OLD HILO HOSPITAL), SITUATED AT

PI`IHONUA, SOUTH HILO, COUNTY AND STATE OF HAWAII,AND IDENTIFIED
AS A PORTION OF TAX MAP KEY: (3) 2-3-026:008, TO HOPE SERVICES
HAWAII, INC.
WHEREAS, the County of Hawaii,pursuant to Executive Order 3773, has control and
management of real property located at 34 Rainbow Drive, Hilo, County and State of Hawaii,
known as the Old Hilo Hospital Complex, identified as Tax Map Key (3) 2-3-026:008 for the
public purpose of providing a Government Office and Community Services Site; and
WHEREAS, HOPE Services Hawaii; Inc., a non-profit organization, desires to
negotiate an a three (3)year lease of real property for the period October 7, 2019 through May
31, 2022, with three (3) five (5)year option terms for approximately 11,853 square feet of the
premises, to be used as an Assessment Center and Emergency Shelter for single individuals who
are experiencing homelessness; and
WHEREAS, pursuant to Hawaii County Code Article 19, Section 2-120(a)(2), the
Hawaii County Council may, by resolution approved by a majority of members, direct the
Finance Director to negotiate the disposition of real property by leasing it to a non-profit
organization, at such rentals and on such terms and conditions as deemed proper; and
WHEREAS, Hawaii County Code Article 19, section 2-120(b) provides such lease of

real property to a non-profit organization may be made without notice or appraisal; now
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII,that
pursuant to Hawaii County Code Chapter 2, Article 9, Section 2-120(a)(2), the Director of
Finance is hereby authorized to negotiate a three (3)year lease with three (3) five (5)year
options for additional terms with HOPE Services Hawaii, Inc., a non-profit organization,
without notice or appraisal, for approximately 11,853 square feet of real property located at 34
Rainbow Drive, Hilo, County and State of Hawaii, known as the Old Hilo Hospital Complex,
identified as Tax Map Key (3)2-3-026:008.

BE IT FURTHER RESOLVED,that the Mayor of the County of Hawaii is hereby
authorized to execute said lease on behalf of the County of Hawai'i following its approval by the
Council as noted herein.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Office of the Mayor, the Department of Finance, the Office of Housing and
Community Development, and HOPE Services Hawaii Inc.
