HPD will decrease the number of unrestrained fatalities of vehicle occupants from(13)to(12)or less by September 30, 2022.
HPD will increase the number of reported properly fitted child restraints by 10%from 51%in 2021 to at least 61%by September
30,2022. HPD will increase the seatbelt operations by 10%to(122)and(10)night time seat belt operations and(10)child
restraint focused operations during FFY 2022. TSS staff will participate in(2)community events and provide educational
materials and produce and aire(1)PSA focused on child restraint and seat belt safety.

and the State of Hawaii. It is expressly agreed that this project constitutes an official part of the Hawaii Highway Safety Program and that said applicant

-Will take all measures necessary to ensure that no person in the United States shall,on the grounds o

other class protected by Federal Nondiscrimination Authorities,be excluded from participation in,be

None of the funds under this program will be used for any activity specifically designed to urge or
influence a State or local legislator to favor or oppose the adoption of any specific legislative proposal
pending before any State or local legislative body. Such activities include both direct and indirect
(e.g., "grassroots")lobbying activities, with one exception. This does not preclude a State official
whose salary is supported with NHTSA funds from engaging in direct communications with State or
local legislative officials,in accordance with customary State practice,even if such communications
urge legislative officials to favor or oppose the adoption of a specific pending legislative proposal.

ICERTIFICATION REGARDINGNSI
Instructions for Lower Tier Participant Certification
1. By signing and submitting this proposal,the prospective lower tier participant is providing the
certification set out below and agrees to comply with the requirements of 2 CFR parts 180 and 1200.
2. The certification in 's clause is a material representation of fact upon which reliance was placed
when this transaction was entered into. If it is later determined that the prospective lower tier
participant knowingly rendered an erroneous certification,in addition to other remedies available to
the Federal government,the department or agency with which this transaction originated may pursue
available remedies,including suspension or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to
which this proposal is submitted if at any time the prospective lower tier participant learns that its
certification was erroneous when submitted or has become erroneous by reason of changed
circumstances.
4. The terms covered transaction, civil judgment, debarment, suspension, ineligible,participant,
arson,principal, and voluntarily excluded, as used in this clause,are defined in 2 CFR parts 180 an
1200. You may contact the person to whom this proposal is submitted for assistance in obtaining a
copy of those regulations.
5. The prospective lower tier participant agrees by submitting this proposal that, should the proposed
covered transaction be entered into, it shall not knowingly enter into any lower tier covered
transaction with a person who is proposed for debarment under 48 CFR Part 9,subpart 9.4,debarred,
suspended,declared ineligible,or voluntarily excluded from participation in this covered transaction,
unless authorized by the department or agency with which this transaction originated.
6. The prospective lower tier participant further agrees by submitting this proposal that it will
include the clause titled"Instructions for Lower Tier Participant Certification"including the
"Certification Regarding Debarment, Suspension,Ineligibility and Voluntary Exclusion—Lower Tie
Covered Transaction,"without modification, in all lower tier covered transactions and in all
solicitations for lower tier covered transactions and will require lower tier participants to comply with

7. A participant in a covered transaction may rely upon a certification of a prospective participant in

PROBLEM STATEMENT

Identify the traffic safety related problem or deficiency that the proposed grant is intended to correct.
Vehicle safety continues to improve with the advent of full fleet implementation of driver and passenger air bags.However,
without significant increases in the use of safety belts,full potential will not be reached.The rate of increase in belt use has
been stagnant for the past few years and is the lowest of any industrialized nation.Increased public awareness could help
change risk-taking attitudes and behaviors. Safety belts,when used correctly,reduce the risk of fatal injury to front-seat
passenger car occupants by 45 percent and the risk of moderate-to-critical injury by 50 percent. For light truck occupants,
safety belts reduce the risk of fatal injury by 60 percent and moderate-to-critical injury by 65 percent.
(Ex#1)NHTSA shows from 2015 to 2019,Hawaii County reported(118)fatalities island wide. Of the(118)fatalities,
(41)occupants or(34.74%)were not restrained during the traffic collision. The overall increase of number of citizens killed
during fatal crashes from 2015 of(7)to 2019 of(9)was an 28.57%increase. This is not representative of(Ex#2)the
reported 90.7%seatbelt usage rate documented by NHTSA that was collected in studies conducted by NOPUS.However(Ex
#3a)shows the number of unrestrained fatal crashes increased from 2015 of(7)to 2019 of(9)which is a 28.57%increase.
The U.S.Census Bureau showed a population increase for Hawaii County from 2010 of(185,076)to 2018 of(200,983)or
an 8%increase in resident population over the 8 year period.
(Ex#4)NHTSA shows the percentage of fatalities for each year that were unrestrained. The number of fatalities per year
increased the percentage of those who died and were unrestrained decreased.In 2015(354/0)of the fatalities were not
wearing a seatbelt. There was an increase in 2019 to(52.94%)but the overall downward trend was a(.25%)from 2015 to
2019.
If all of the unrestrained occupants were in a motor vehicle and were wearing their seat belts then 17.55(based on 45%
effectiveness of seat belts in fatal crashes)of them would be alive today. The survival rate would be higher if the
unrestrained occupants were in a light truck based on 60%effectiveness of seat belts in fatal crashes.
(Ex#5)shows that from 2015-2020 HPD Officers wrote 4,675seat belt and 262 child restraint violations with grant funds.
During the same time frame officers wrote 18,969 seatbelt violations and 1,637 child restraint violations with county funds.
These numbers peaked in 2017 and were lowered in 2018-2020. The lower numbers are more likely due to the lack of man
power directly resulting from a volcanic eruption in 2018 and demonstrations on Mauna Kea in 2019 and COVIDI9
outbreak. Officers were not as readily available to work special projects or to work traffic details while on duty for periods
of time. (Ex#6)The Winter 2020 Hawaii Seat Belt Use Survey shows the rates of seatbelt usage had dropped for toddlers
from 2012-2017 at only 47.30%but has recovered and in 2020 risen to 89.92%.
Research on the effectiveness of child safety seats in passenger cars has found them to reduce fatal injury by 71%for infants
(less than one year old)and by 54%for toddlers(14 years old). For infants and toddlers in light trucks,the corresponding
reductions are 58%and 59%,respectively(NHTSA's NCSA 2017). During 2020 the University of Hawaii's Department of
Urban and Regional Planning(DURP)collected and analyzed 38 observations of infants(<1 year)and 446 toddlers(1-3
ears)and 1,018 youth in motor vehicles at 15 shopping malls throughout the state. For consistency these studies have been
conducted in similar fashion since 2007. The locations in Hawaii County were the Hilo Walmart(83.730/o),and Kona
(85.714/0),Walmart and the Kona Coast Shopping Center(91.11%). The Hilo location was the lowest percentage of proper
use rates in the entire state. The study showed that state wide(99.164/0)of children in the front seat of vehicles were properly
restrained and(95.19%)in the back seat were properly restrained. (Ex#7)The same study showed that on Hawaii Island
(87.504/4)of infants were properly restrained.Toddlers were properly restrained(87.074/o)of the time which was an increase
from (47.304/0)in 2017.

PD will maintain and track the records of all projects and the contacts and citations issued during those contacts.Monthly
Traffic Trend Data Reports will be issued to District Commanders identifying the target focus, locations,times of day and
day of week for grant projects conducted.HPD will produce one PSA addressing Child Safety Seat Use. TSS will request
that child safety seat projects are conducted and publicized for maximum community impact. TSS will provide educational
materials to the officers to distribute during the child restraint focus projects. These same materials will be distributed in the
violation letters sent out daily by the TSS staff. HPD will work specifically with the TEU Sgt's to conduct night time seatbelt
enforcement projects both grant funded and county funded.
