County Council Testimony for Bill 102 Date FFR 0 7 �01f
I am against passing Bill 102 that will limit parking on Kalapana-Kapoho Beach Road near Kehena Beach. I am providing
pictures with my testimony as well to show how poorly or possibly not maintained this beautiful area has been. It has
been neglected for too long and it seems unfair to the people that consistently use this Kalapana-Kapoho Beach Road
and Kehena Beach.There are other roads and parking lots that lead up to other beaches all over the County of Hawaii
that are better maintained, and I am curious if it is because those beaches receive more tourist activities which shows
that tourists are the priority over the local people. Bill 102 will negatively impact the access of the local people that
frequent the beach. I would like to make sure that the follow-up questions from my last testimony and the questions
asked by Councilmembers regarding Bill 102 were answered and hoping they will be provided at this Council meeting. If
they are not answered and other answers to questions are not provided,then I am pushing County Council to vote no on
Bill 102 for incomplete work done to provide the answers. Was Public Works Director Ikaika Rodenhurst able to work
with Highway Maintenance Division Chief to determine what maintenance is required and when will that be completed?
Why is the Kalapana-Kapoho Beach Road area not on the schedule for maintenance anytime in this fiscal year as it is a
main roadway for people that live in Kalapana and area that is used often and needs maintenance? Director Rodenhurst
was unable to provide a date as to when they will be able to provide maintenance but stated that he will provide that.
Has he provided Council that date?Was it confirmed with staff as to who is responsible for the parking lot on Kalapana-
Kapoho Beach Road near Kehena beach? It would be wonderful for that to be cleared so the department can be held
responsible for fixing the parking and they will be held accountable to get it done in the fastest way possible to provide
better access and better safety for the community.
If the shoulders are widened on Kalapana-Kapoho Beach Road as mentioned in the last meeting and the drop offs are
taken care of does that mean that the shoulders count as a part of the roadway? If the shoulders will be widened, then
the placement of the signs will absolutely take away any parking options because as shown in some of the pictures,the
cars are off the shoulders as far as they can be with no room to move over further. Most vehicles only have a few inches
from the cracked shoulders which is what also forces people to walk on Kalapana-Kapoho Beach Road to access Kehena
beach. There is just no room.
I have provided 12 pictures that show how Kalapana-Kapoho Beach Road and the parking lot have not been maintained.
The issues with space are clearly shown if the decision were made to widen the shoulders were and cars are required to
be completely parked off the shoulders per Bill 102. Pictures provided show the large cracks,the drop-offs, which are
hard to get on and off for most vehicles and would like to point out that all the cars that you see pictured are already
parked completely off Kalapana-Kapoho Beach Road.The parking lot as it currently stands does not seem accessible for
those that need to navigate a wheelchair or crutches to view the overlook from the parking lot due t the uneven,
cracked ground and drop-offs as seen in pictures.
Please do not limit access to this beach and area. What the focus needs to be on is how to fix and continue to actually
properly maintain Kalapana-Kapoho Beach Road and the parking lot area that locals frequent to gain access to Kehena
beach. It is very disheartening as a constituent of this area that uses Kalapana-Kapoho Beach Road, and Kehena Beach to
see how much it is has been neglected. I am really sad about it and hope that something can be done because I am
unable to park in the current parking lot and my kids have actual tripped due to the cracks on the shoulders which is
really dangerous even with the traffic that drives slowly in the area. I truly do not understand how there was time and
ability to check if signs could be put up to limit parking and access was made a priority, but maintaining and fixing
Kalapana-Kapoho Beach Road and the parking lot were not made a priority. Please vote no on Bill 102 until everything is
fixed, properly maintained and a better solution is found.
